ORDINANCE NO. C9N
AN ORDINANCE CREATING THE OFFICE OF
DIRECTOR OF PUBLIC WORKS, AND DEFINING
THE DUTIES OF SUCH OFFICER.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA:
SECTION I. CREATION OF OFFICE. That there is hereby created within
the City of Waterloo, and as a part of the municipal governmental structure
of said City, the office of Director of Public Works.
SECTION II. APPOINTMENT AND TERM OF OFFICE. The Director of
Public Works shall be appointed by the City Council, which appointment shall
extend from the date of appointment until the 31st day of December of the
following odd-numbered year, unless said appointment shall be made during an
odd-numbered year, in which event said appointment shall extend only until
December 31st of that same year. Nothing herein contained shall prevent the
removal of and the termination of the appointment of said officer for cause as
provided by law.
SECTION III. QUALIFICATIONS FOR APPOINTMENT. Any person so
appointed under the provisions of Section II of this ordinance shall be a civil
engineer duly licensed by the State of Iowa, and fully qualified to practice civil
engineering within the State of Iowa.
SECTION IV. BOND. That a Director of Public Works shall within ten days
from the date of his appointment qualify as provided by law and file a bond in
the sum of $1, 000. 00 for the faithful performance of his duties with sureties
to be approved by the City Council.
SECTION V. DUTIES OF DIRECTOR OF PUBLIC WORKS. The Director of
Public Works shall perform the following duties and be charged with the following
responsibilities:
A. He shall supervise and direct the conduct of the following
city offices, departments and activities:
(1) City Engineer (2) Building Official (3) Traffic Sign and Street
Sign Department (4) Sewer Department (5) Street Department
(6) Water Pollution Control Plant (7) Traffic Signal & Electrical
Department (8) Forestry Department (9) Sanitation Department
(10) Communications Department.

B. In connection with the supervision and direction of those
offices, departments and activities designated in Subsection A of
Section V, the said Director of Public Works shall in addition
perform the following specific functions:
1. He shall review and forward to the Mayor and City Council
with his approval or disapproval any and all requests for the
annual budget and other appropriations initiated by said
offices, departments or activities.
2. He shall approve or disapprove all purchases of equipment
and supplies in amounts in excess of $200. 00 initiated by these
offices, departments or activities.
3. He shall approve or disapprove starting salaries and wages,
recommend changes of salaries or wages, and the hiring and
discharging of employees as distinguished from city officers.
In connection herewith he shall consult with the Personnel
Director and the Mayor.
4. He shall establish policy for the operation of said offices,
departments or activities.
C. Other Duties.
1. The director of Public Works shall coordinate all work
connected with public improvements including but not limited
to Planning, Highways, Utilities, Urban Renewal, Flood
Control, Parks, Parking, Public Buildings, and other Federal
and State programs.
2. He shall prepare for submission to the Mayor and Council a
long range improvement program in conjunction with the
Comprehensive Plan which shall include streets, highways,
storm sewers and sanitary sewers, and keep it current.
D. Supervision and Control.
1. The Director of Public Works shall be subject to the
supervision of and responsible to the Mayor and Council and
the discharge of his duties as defined herein.

SECTION VI. SALARY PROVISIONS. The salary to be paid to the
Director of Public Works shall be that fixed by proper and appropriate resolu-
tion of the City Council of the City of Waterloo, Iowa.
SECTION VII. REPEAL OF CONFLICTING ORDINANCES OR SECTIONS
THEREOF. All ordinances and amendments which are in conflict with this
ordinance are hereby repealed.
