AN ORDINANCE REPEALING SECTION 225 "SPECIAL STOPS"
OF ORDINANCE NO. 2203 KNOWN AS THE TRAFFIC ORDINANCE
IN ITS ENTIRETY AND ENACTING IN LIEU THEREOF SECTION
225 "SPECIAL STOPS."
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA:
Section 1: That Section 225 "Special Stops" of Ordinance No. 2203 known as
the Traffic Ordinance which reads as follows be, and the same is hereby
repealed in its entirety:
Section 225. SPECIAL STOPS. The following intersections or
parts of intersections shall be known as "Stop Intersections" and
every driver of a vehicle shall stop in accordance with the
provisions of Section 104 of this ordinance:
STREETS
Walnut Street & Iowa Street
Hammond Avenue & Williston Avenue
West Ninth Street & Mitchell Avenue
Fullerton Avenue & Willard Street
Section 2: The following Section 225 "Special Stops" of Ordinance No. 2203
known as the Traffic Ordinance be, and the same is hereby enacted in lieu
thereof:
Section 225. SPECIAL STOPS. The following intersections or
parts of intersections shall be known as "Stop Intersections" and
every driver of a vehicle shall stop in accordance with the
provisions of Section 104 of this ordinance:

ORDINANCE NO. 2 4 9 8
AN ORDINANCE DIVIDING THE CITY OF WATERLOO, IOWA
INTO WARDS AND PRECINCTS , AND REPEALING CERTAIN
ORDINANCES.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO , IOWA:
Section 1 . REPEALING. That Ordinances Nos . 1800, 1802 , 2042' 2181, 2183:-
2191'; 2253''and all other ordinances or parts thereof of the City of Water-
loo, Iowa , in conflict with this ordinance are hereby repealed.
Section 2 . WARDS . That the territory embraced within the city limits of
the City of Waterloo , Iowa, be divided into five (5) wards , to be called
the First , Second , Third, Fourth and Fifth Wards , the boundaries of said
wards are hereby established and defined and set out in Sections 3 , 4 , 5 ,
6 and 7 of this ordinance.
Section 3. FIRST WARD. That the First Ward shall be all the territory
within the city limits of the City of Waterloo , Iowa lying Southerly and
Westerly of a line hereinafter described as follows :
Beginning at the intersection of the main channel of the Cedar
River and the most westerly boundary line of the city limits of
the City of Waterloo, Iowa, thence along the main channel of the
Cedar River to the intersection of the main channel of Black Hawk
Creek; thence along the main channel of Black Hawk Creek to Elsa
Street extended; thence along Elsa Street extended, Elsa Street ,
Pett Street extended, Pett Street and the southerly boundary line
of Elmwood Cemetery to Baltimore Street ; thence along Baltimore
Street to its intersection with West Fourth Street ; thence along
West Fourth Street to its intersection with Ansborough Avenue ;
thence along Ansborough Avenue to the southerly boundary line of
the city limits of the City of Waterloo , Iowa .
Section 4. SECOND WARD. That the Second Ward shall be all the territory
within the city limits of the City of Waterloo, Iowa , described as follows :
Beginning at the intersection of Ansborough Avenue and the south-
erly boundary line of the city limits of the City of Waterloo,
Iowa, thence along Ansborough Avenue to its intersection with
West Fourth Street ; thence along West Fourth Street to its inter-
section with Allen Street ; thence along Allen Street to its inter-
section with Johnson Street; thence along Johnson Street to its
intersection with Williston Avenue ; thence along Williston Avenue
to its intersection with West Eleventh Street ;, thence along West
Eleventh Street to its intersection with Cornwall Avenue ; thence
along Cornwall Avenue to its intersection with Hammond Avenue ;
thence along Hammond Avenue to the southerly boundary line of the
city limits of the City of Waterloo, Iowa ; thence along the south-
erly boundary line of the city limits of the City of Waterloo ,
Iowa , to the place of beginning.
Section 5. THIRD WARD. That the Third Ward shall be all the territory
within the city limits of the City of Waterloo , Iowa, described as follows :
All the area lying north and northerly of the mail channel of
the Cedar River and west and westerly of East Fourth Street
and East Fourth Street extended to the north boundary line of
the city limits of the City of Waterloo , Iowa.
Section 6 . FOURTH WARD. That the Fourth Ward shall be all the territory
within the city limits of the City of Waterloo , Iowa , described as follows :
All the area lying north and northerly of the main channel of
the Cedar River and east and easterly of East Fourth Street
and East Fourth Street extended to the north boundary line
of the city limits of the City of Waterloo , Iowa.

Section 7. FIFTH WARD. That the Fifth Ward shall be all the territory
within the city limits of the City of Waterloo , Iowa, not hereinbefore
described as part of Wards One, Two, Three and Four, and more particular-
ly described as follows :
Beginning at the intersection of the main channel of Black Hawk
Creek and the main channel of the Cedar River, thence along the
main channel of Black Hawk Creek to Elsa Street extended; thence
along Elsa Street extended, Elsa Street , Pett Street extended,
Pett Street and the southerly boundary line of Elmwood Cemetery
to its intersection with Baltimore Street ; thence along Balti-
more Street to its intersection with West Fourth Street ; thence
along West Fourth Street to its intersection with Allen Street ;
thence along Allen Street to its intersection with Johnson Street ;
thence along Johnson Street to its intersection with Williston
Avenue ; thence along Williston Avenue to its intersection with
West Eleventh Street ; thence along West Eleventh Street to its
intersection with Cornwall Avenue ; thence along Cornwall Avenue
to its intersection with Hammond Avenue; thence along Hammond
Avenue to the southerly boundary line of the city limits of the
City of Waterloo, Iowa; thence along the southerly boundary line
of the city limits of the City of Waterloo, Iowa, to its point
of intersection with the easterly boundary line of the city limits
of the City of Waterloo, Iowa, thence along the easterly boundary
line of the city limits of the City of Waterloo, Iowa, to its
intersection with the southerly boundary line of Ward Four as
hereinbefore described in Section 6 . of this Ordinance, which is
the main channel of the Cedar River; thence along the main chan-
nel of the Cedar River to the place of beginning.
Section 8. NAMES OF PRECINCTS. That the territory embraced within the
various wards within the city lim its of the City of Waterloo, Iowa, be divi-
ded into precincts to be known as the 1st precinct of the 1st ward, the
2nd precinct of the 1st ward, the 3rd precinct of the 1st ward, the 4th
precinct of the 1st ward, the 5th precinct of the 1st ward, the 6th
precinct of the 1st ward, the 7th precinct of the 1st ward, the 8th
precinct of the 1st ward, the 9th precinct of the 1st ward; the 1st
precinct of the 2nd ward, the 2nd precinct of the 2nd ward, the 3rd
precinct of the 2nd ward, the 4th precinct of the 2nd ward, the 5th
precinct of the 2nd ward, the 6th precinct of the 2nd ward, the 7th
precinct of the 2nd ward; the 1st precinct of the 3rd ward, the 2nd
precinct of the 3rd ward, the 3rd precinct of the 3rd ward, the 4th
precinct of the 3rd ward, the 5th precinct of the 3rd ward, the 6th
precinct of the 3rd ward, the 7th precinct of the 3rd ward, the 8th
precinct of the 3rd ward; the 1st precinct of the 4th ward, the 2nd
precinct of the 4th ward, the 3rd precinct of the 4th ward, the 4th
precinct of the 4th ward, the 5th precinct of the 4th ward, the 6th
precinct of the 4th ward, the 7th precinct of the 4th ward, the 8th
precinct of the 4th ward, the 9th precinct of the 4th ward; the 1st

Section 9. 1ST OF THE FIRST. The 1st precinct of the 1st ward shall em-
brace the territory within the city limits of the City of Waterloo, Iowa,
described as follows :
Beginning at the intersection of West Fourth Street and Balti-
more Street , thence along Baltimore Street to the southerly
boundary line of Elmwood Cemetery; thence along the southerly
boundary line of Elmwood Cemetery to the intersection of Pett
Street , thence along Pett Street , Pett Street extended, Elsa
Street , and Elsa Street extended to the main channel of Black
Hawk Creek; thence along Black Hawk Creek to the intersection
of Ansborough Avenue ; thence along Ansborough Avenue to the
intersection of Home Park Blvd. ; thence along Home Park Blvd.
to the intersection of Sullivan Avenue ; thence along Sullivan
Avenue to the intersection of West Fourth Street ; thence along
West Fourth Street to Baltimore Street , being the place of beginning.

brace the territory within the city limits of the City of Waterloo, Iowa,

Avenue, thence along Sullivan Avenue to the intersection of Home
Park Blvd. ; thence along Home Park Blvd. to the intersection of
Ansborough Avenue; thence along Ansborough Avenue to the inter-
section of West Fourth Street ; thence along West Fourth Street to
the intersection of Sullivan Avenue , being the place of beginning.
Section 11. 3RD OF THE FIRST. The 3rd precinct of the 1st ward shall em-
brace the territory within the city limits of the City of Waterloo, Iowa,
described as follows :
Beginning at the intersection of Ansborough Avenue and the main
channel of Black Hawk Creek, thence along the main channel of
Black Hawk Creek to the westerly city limits boundary line ; thence
along the city limits boundary line to its intersection
with the southerly city limits boundary line ; thence along the
city limits boundary line to its intersection with Ans-
borough Avenue ; thence along Ansborough Avenue to the intersection
of the main channel of Black Hawk Creek, being the place of beginning.
Section 12. 4TH OF THE FIRST. The 4th precinct of the 1st ward shall em-
brace the territory within the city limits of the City of Waterloo , Iowa,
described as follows :
Beginning at the intersection of Ansborough Avenue and Falls
Avenue , thence along Falls Avenue to the intersection of U.S.
Highway 218 ; thence along U.S. Highway 218 to the intersection
of Littlefield Road; thence along Littlefield Road to the inter-
section of Alabar Avenue ; thence along Alabar Avenue and Alabar
Avenue extended to the intersection of Downing Avenue ; thence
along Downing Avenue and Downing Avenue extended to the westerly
city limits boundary line ; thence along the city limits boundary
line to the intersection of the main channel of Black Hawk Creek;
thence along the main channel of Black Hawk Creek to the inter-
section of Ansborough Avenue ; thence along Ansborough Avenue to
the intersection of Falls Avenue, being the place of beginning.
Section 13. 5TH OF THE FIRST. The 5th precinct of the 1st ward shall em-
brace the territory within the city limits of the City of Waterloo, Iowa,
described as follows :
Beginning at the intersection of the main channel of Black Hawk
Creek and Falls Avenue , thence along Falls Avenue to the inter-
section of Ansborough Avenue; thence along Ansborough Avenue to
the intersection of the main channel of Black Hawk Creek; thence
along the main channel of Black Hawk Creek to the intersection of
Falls Avenue, being the place of beginning.
Section 14. 6TH OF THE FIRST. The 6th precinct of the 1st ward shall em-
brace the territory within the city limits of the City of Waterloo, Iowa,
described as follows :
Beginning at the intersection of the main channel of Black Hawk
Creek and the main channel of the Cedar River, thence along the
main channel of the Cedar River to the intersection of Ansborough
Avenue extended; thence along Ansborough Avenue extended and Ans-
borough Avenue to the intersection of Falls Avenue ; thence along

city limits boundary line ; thence along the city limits bound-
ary line to the intersection of Downing Avenue extended; thence
along Downing Avenue extended and Downing Avenue to the inter-
section of Alabar Avenue extended; thence along Alabar Avenue
extended and Alabar Avenue to the intersection of Littlefield

section of Ivanhoe Road closest to Kimball Avenue ; thence along

Street , thence along Ricker Street to the intersection of Logan
Avenue ; thence along Logan Avenue to the intersection of Dawson
Street ; thence along Dawson Street to the intersection of Columbia
Street ; thence along Columbia Street to the intersection of Park
Road; thence along Park Road to the intersection of Harrison
Street ; thence along Harrison Street , Saxon Street and Saxon Street
extended to the intersection of East Fourth Street ; thence along
East Fourth Street to the intersection of Ricker Street , being
the place of beginning.
Section 28 . 4TH OF THE THIRD. The 4th precinct of the 3rd ward shall em-
brace the territory within the city limits of the City of Waterloo, Iowa,

after the same has been passed and published as provided by law and as
hereinafter provided.
Section 53. UTILIZATION FOR SUBSEQUENT ELECTIONS. For the purpose of
conducting elections , the ward and precinct structure as defined herein
shall be utilized for the school board election to be held the 8th day
of September, 1969, and for all subsequent elections . For the purposes
of representation , the present ward and precinct structure shall be re-
tained until those councilmen as are elected at the municipal election
November 4, 1969, assume office on January 2 , 1970.
