Getty Council Chambers, City Hall, Waterloo, Iowa, at 4:30 p.m. on Monday, August 14, 2023. Mayor Quentin Hart in the Chair. Roll Call: Mr. Boesen, Mr. Nichols, Mr. Chiles, Mr. Grieder, Ms. Wilder and Mr. Feuss. Ms. Creighton -Smith was absent. (Mrs. Creighton -Smith arrived at 4:32 p.m.) Approval of Agenda Feuss/Wilder that the agenda as proposed, be approved. Voice vote -Ayes: Six. Motion carried. ORDINANCES Conversion Therapy Ordinance Amendment. Motion to receive, file, consider, and pass for the first time an ordinance amending the City of Waterloo Code of Ordinances by repealing Article C, Unfair Practices - Conversion Therapy, of Chapter 3, Human Rights, Title 5, Police Regulations. Motion to suspend the rules. Motion to receive, file, consider, and pass for the second and third times and adopt said ordinance. Nichols/Chiles to receive, file, consider, and pass for the first time an ordinance amending the City of Waterloo Code of Ordinances by repealing Article C, Unfair Practices - Conversion Therapy, of Chapter 3, Human Rights, Title 5, Police Regulations. Roll Call vote -Ayes: Four. Nays: Three (Creighton -Smith, Grieder and Wilder). Motion carried. Mrs. Creighton -Smith arrived at 4:32 p.m. David Dryer, 3145 W. 4th Street, commented that he supports the repeal of the ordinance. Jason Falck, 1001 Kimball Avenue, commented that he supports the repeal of the ordinance. Mike Knapp, 1141 Independence Avenue, does not support repealing the ordinance. Michael Bayer, 129 Prospect Cir., commented that he supports the repeal of the ordinance. Forest Dillavou, 1725 Huntington Road, commented that he supports the repeal of the ordinance. Jeff Jakobie, 1207 Williston Avenue, commented that he supports the repeal of the ordinance. Page 1 of 2 Mr. Grieder provided his opinion on the ordinance and shared that he would not support repealing the ordinance. Mr. Boesen commented that when he took a lot of heat for voting no on this ordinance, and clarified that he voted the way that he did because regardless of how we feel, we must stay within the confines of the law. Mr. Nichols commented that no matter how the vote goes, he appreciates the conversations that have been held as they bring to light options that are available to people who feel they have been subjected to injustices. If this ordinance is repealed, our Human Rights Commission is still able to help people who feel there are some ethical violations against them. Ms. Creighton -Smith commented that it is the minds and hearts of people that need to change. The passing of an ordinance will not stop some people from doing hurtful and mean -spirited things. It is unfortunate that we even have to be here to talk about this. Ms. Wilder commented that she will be voting no on repealing this ordinance. Nichols/Feuss to suspend the rules. Roll Call vote -Ayes: Five. Nays: Two (Nichols and Grieder). Motion failed. ADJOURNMENT Boesen/Nichols tat the Council adjourn at 4:55 p.m. Voice vote -Ayes: Seven.
