Bridgett said that based on Waterloo's last three years of growth (very minimal outside of our TIF districts), Waterloo's current ACGFL won't be impacted until FY29 when it drops completely to$8.10. That will severely impact the services the city is able to provide. Waterloo's growth and limit on the available levies for use don't cover the projected salary increases for employees over the next 4 years, as well as other projects and funding that are needed to maintain current services Due to the impact to Libraries and Museums across the state of Iowa, we would like the Senate and the House to consider writing a Companion Bill to remove Division 2 of HF718. If this could be drafted now and then have it to act on right after the session starts in January. Please let us know your thoughts and if there is anything else we can do to assist you. I did not think they wanted to have our museum and library to lose financial support as a result of HF718. So, please share this with your colleagues. It was stated that the Governor and Republican majority introduced HF718 because they believe there is a need to force local municipalities to reduce tax levies. Their concern is that local governments are not operating as efficiently as they could, and so by legislating a reduced rate for levies they believe there will be wiser use of taxpayer funding. However, the types of levies listed in Section 384.12 of HF718 that were combined are not levies ENACTED by local governments. They are levies VOTED directly by citizens. In November 2015, the Grout Museum was approved by 70% of the voters, showing a strong support for our local Museum. I believe that voted levies are the most "pure" levies because we citizens are giving direct approval to provide additional tax funding for specific purposes. There are no local governments involved, so there should be no concerns about inefficient use of tax funding. I support efficient use of tax funding and therefore support the concept of H=718, but because the Section 384.12 levies are VOTED levies, not ENACTED levies, they should not be included in the law. Please share this concern with your colleagues across the aisle and encourage them to recognize this important distinction and take the necessary action to address it when the legislature convenes in January.
