THE PURPOSE OF THE PUBLIC
HEARING IS TO DISCUSS AND MAKE
ANY NECESSARY AMENDMENTS TO
THE CROSSROADS WATERLOO UR-
BAN RENEWAL AND REDEVELOP-
MENT PLAN,TO INCLUDE ADDITIONAL
PROJECTS AND UPDATE RELATED
FINANCIAL INFORMATION.
The area Included in the Crossroads
Waterloo Urban Renewal and Redevelop-
ment Plan (the 'Plan") is an economic
development area within the meaning of
Iowa Code Section 403.17(10).Such area
is appropriate for commercial and indus-
trial enterprises and is eligible for an
urban renewal project and otherwise
meets all requisites under the provisions
of Iowa Code Chapter 403.The rehabilita-
tion,conservation,development,redevel-
opment, or a combination of such
activities,of such area is necessary in the
interest of the public health, safety or
welfare of the residents of the City of
Waterloo.
The Plan amendment is an amendment to
the Plan,originally adopted In 2013 and
subsequently amended and restated in
2014 and subsequently amended. This
amendment is proposed to include one or
more additional urban renewal projects
and to update related financial summaries
of bonding capacity, project expenses,
and funding sources. The Plan area,
which is not being changed by the
proposed amendment to the Plan, Is
described as follows:
Beginning at the point where the
centerline of East San Maman Drive
intersects the centerline of La Porte
Road; thence Northeasterly along the
centerline of East San Maman Drive to its
intersection with the centerline of U.S.
Highway 218 as presently established;
thence Southeasterly along the centerline
of U.S. Highway 218 to its intersection
with the East line of Section 13 of
Township 88 North, Range 13 West;
thence South along the East line of said
Section 13 to its intersection with the
South line of the North Half of said
Satiun 13;thence West along the South
line of the North Hatt of said Section 13 to

The Plan provides that the City may issue
bonds or use available funds for purposes
allowed by the Plan amendment,and that
tax increment reimbursement of such
costs will be sought if and to the extent
incurred by the City. The Plan may be
further amended from time to time to
respond to future development opportuni-
ties.
The public hearing will be held at 5:30
p.m.on Monday,November 20,2023,in
the City Council Chambers at City Hall in
Waterloo,Iowa.Any questions regarding
the proposed amendment to the Plan
should be directed to the Planning and
Zoning Office at 291-4366.Anyone who is
interested may appear at same time and
place and be heard or may file written
objections or comments with the City
Clerk, City Hell, 715 Mulberry Street,
Waterloo, Iowa, before the date set for
hearing.
