The area included in the San Maman Urban Renewal and Redevelopment Plan (the"Plan")is an economic development area within the meaning of Iowa Code Section 403.17(10). Such area is appro- priate for commercial and industrial enterprises and Is eligible for an urban renewal project and otherwise meets all requisites under the provisions of Iowa Code Chapter 403.The general scope of urban renewal activities in the area involves the rehabilitation, conservation, development,and redevelopment of such area,or a combination of such activities in the area, to promote continued growth and development of commercial activities in the area through various public purpose and special financing activities outlined in the Plan.These activities are deemed is necessary in the interest of the public health, safety or welfare of the residents of the City of Waterloo.
