THE PURPOSE OF THE PUBLIC
HEARING IS TO DISCUSS AND MAKE
ANY NECESSARY AMENDMENTS TO
THE EAST WATERLOO UNIFIED UR-
BAN RENEWAL AND REDEVELOP-
MENT PLAN TO INCLUDE ADDITIONAL
PROJECTS AND UPDATE RELATED
FINANCIAL INFORMATION.
The East Waterloo Urban Renewal and
Redevelopment Plan (the "Plan") was
adopted as a combination of plans
formerly known as the Airport Area
Development Plan(the"Airport Plan")and
the Logan Avenue Urban Renewal and
Redevelopment Plan(the"Logan Plan").
The area included in the Plan area is
characterized in multiple ways within the
meaning of Iowa Code Section 403-
.17(10).As to area in the former Airport
Plan, the Plan area is a combination
economic development and blight area,
as to area in the former Logan Plan.the
Plan area is a slum and blight area,and
as to other area in the Plan area such
area is a combination economic develop-
ment area and blight area.The Plan area
is appropriate for commercial and indus-
trial enterprises and is eligible for an
urban renewal project and otherwise
meets all requisites under the provisions
of Iowa Code Chapter 403.The general
scope of urban renewal activities in the
area involves the rehabilitation,conserva-
tion,development,and redevelopment of
such area, or a combination of such
activities in the area, to promote
continued growth and development of
commercial activities in the area through
various public purpose and special
financing activities outlined in the Plan.
These activities are deemed is necessary
in the interest of the public health,safety
or welfare of the residents of the City of
Waterloo.
The Plan amendment is an amendment to
the Plan,originally adopted in 2015 as a
merger of the Airport Plan, which was
originally adopted in 1992 and subse-
quently amended in 1994 and 2004,and
the Logan Plan, which was originally
adopted in 2004 and subsequently
amended in 2008. The Plan has been
amended. This amendment is proposed
to Include one or more additional urban
renewal projects and to update related
financial summaries of bonding capacity,
project expenses, and funding sources.
The Plan area, which is not being
changed by the proposed amendment to
the Plan,is described as follows:
