This Supplemental Agreement, made and entered into by and between STANLEY CONSULTANTS, INC.
(Consultant) and CITY OF WATERLOO (Client) amends their agreement of September 23, 2019, for
Consultant to provide services to the Client for the Feasibility Study for Replacement of Park Avenue and 11 th
Street Bridges over the Cedar River, as follows:
Scope of Services
This Supplemental Agreement is for design, permitting, construction documents and construction related
services (CRS) at the Park Avenue Bridge for construction of a Bridge Memorial Marker and Signage. Refer
to attachment Exhibit 1 — Scope of Services.
This Supplemental Agreement is extending the Agreement End Date to January 31, 2024 to allow
CONSULTANT to continue providing CRS for project.

Except as specifically amended by this Supplemental Agreement, all the terms and conditions of the original

Scope of Services
PARK AVENUE AND 11TH STREET OVER CEDAR RIVER BRIDGE REPLACEMENTS
ENGINEERING, DESIGN AND CONSTRUCTION RELATED SERVICES
CITY OF WATERLOO, IOWA
The City of Waterloo (CLIENT) proposes replacing the existing Park Avenue and 1 lth Street over Cedar
River Bridges. The existing bridges in downtown Waterloo are nearing the end of their service life.
This will be a multi -phase contract with three separate phases of work: Feasibility Study, Preliminary and
Final Engineering Design and Bidding Phase, and Construction Phase Services.
This Scope of Work is for supplemental design, permitting update, and construction related services required
for installation of the Park Avenue Bridge Memorial Marker concept provided by Invision Architects
(SUBCONSULTANT) and Park Avenue Bridge Historical Signage concept provided by Tallgrass Historians.
PART 1 - BASIC SERVICES
The CONSULTANT shall perform Basic Services consisting of those described below.
1.1 Project Management
1.1.1 Include updates on the progress of design and permitting on monthly progress reports.
1.1.2 Coordinate the plan changes with U.S. Army Corps of Engineers (USACE) to obtain
approval for updates to the previously obtained permit. Permit update to include full
construction of the bridge memorial marker and elevated walkway.
1.1.3 Coordinate the proposed plan changes with the State Historical Preservation Organization
(SHPO). Park Avenue Bridge Memorial Marker to fulfill historic monument requirements
previously established in agreements with SHPO during earlier project phases.
1.2 Public Involvement
1.2.1 Provide updates on the monument on the social media website for the project.
1.2.2 Provide up to two (2) project updates to City Council or other committees as requested by
CLIENT. This could include Main Street Waterloo or Waterloo Development Corporation.
1.3 Design / Construction Documents
1.3.1 Perform update to one-dimensional hydraulic analysis using HEC-RAS for the proposed
improvements.
1.3.1.1 Summarize the revised results of the proposed model compared to the previously submitted
model.
1.3.1.2 Contact the USACE regarding the Project and provide an update to revise existing 408
permit.
1.3.1.3 Update hydraulic model and summary for comments received from USACE to update the
408 permit.
1.3.2 Utilize existing available geotechnical report from the Park Avenue Bridge project and the
floodwall construction to develop foundation type and details. No additional geotechnical
exploration is included with this supplemental.
1.3.3 Prepare Pre -Check Plans (60% plan development) and Check Plans (95% plan development),
technical specifications, and Estimate of Probable Construction Costs. Submit Pre -Check Plans
to CLIENT and USACE for review and comment. Submit Check Plans to CLIENT for plan
review.

Scope of Services
1.3.3.1 Design includes the following:
1.3.3.1.1 Marker pedestal cradle for mounting the beam from the old bridge. Concrete
pedestal to include connection for steel bearing from old bridge.
1.3.3.1.2 Elevated walkway details including railing to match amphitheater river wall,
foundations, columns, and walkway surface.
1.3.3.1.3 Historical Information Signage with free standing mounts mounted near corners of
the bridge. CLIENT will provide details for material, type and size of free-standing
mounts.
1.3.3.1.4 Construction documents to be developed to construct the Historical Information
Signage as well as Marker pedestal with attachment of the old beam section as part
of the on -going bridge replacement project. Details for the elevated walkway will
be provided to CLIENT for future construction.
1.3.3.1.5 No lighting or electrical details to be included for the beam marker or the elevated
walkway.
1.3.3.2 Complete design in accordance with the AASHTO LRFD Bridge Design Specification.
1.3.3.3 Reference the current edition of the Iowa DOT Standard Specifications for Highway and
Bridge Construction including modification by General Supplemental Specifications,
Developmental Specifications, and Special Provisions.
1.3.3.4 Check Plans to be complete to a level of detail consistent with existing construction
documents including bill of materials for use in unit price contract.
1.3.3.5 Prepare Special Provisions to be included with Check Plans submittal, if applicable.
1.3.4 Attend one (1) review meeting with CLIENT and other stakeholders as needed. Up to three
(3) persons from CONSULTANT shall participate in meeting.
1.3.5 Incorporate CLIENT and USACE review comments, complete Final Plans and submit to
CLIENT for final approval.
1.3.5.1 Signed and sealed drawings.
1.3.5.2 Signed and sealed special provision, if needed.
1.3.5.3 Submittal to be by electronic PDF.
1.3.6 Provide approved Construction Documents to Contractor and assist the CITY with negotiating
a change order to incorporate this work into existing bridge replacement contract.
1.4 Construction Administration and Visits to Site
1.4.1 Visits to Site and Observation of Construction by SUBCONSULTANT. In connection with
observations of Contractor's work while it is in progress:
1.4.1.1 Make up to three (3) visits to site, to observe as an experienced and qualified design
professional the progress and quality of Work. This visit will occur generally at the same
time as Progress Meetings are being held.
1.4.1.2 Respond to RFIs of CONSULTANT during construction related to architectural design.
1.4.2 The CONSULTANT will respond to RFIs and review Shop Drawings during construction
related to structural design.
1.4.3 The CONSULTANT will provide resident observation services and is based on full-time
observation during the construction phase covered by future supplemental.
