RESOLUTION AUTHORIZING PROPOSED REPAIRS TO
SIDEWALKS IN CONJUNCTION WITH THE FY 2025
SIDEWALK INSPECTION AND REPAIR PROGRAM - ZONE
4.
Section 1. That after the public hearing on May 6, 2024, notice having been given as
required by law, it is deemed necessary and advisable that the sidewalk and/or portions of
sidewalks for an area known as Zone 4, be improved by repairing the same.
Section 2. That repairs of said improvements will be the responsibility of the owner of
said property abutting the sidewalk so designated by the City Engineer as needing repair.
Section 3. That all repairs shall be completed by the owner of the property abutting said
improvement by July 12, 2024, or with evidence of a contract to have the work completed by a
bonded contractor per "Notice to Property Owners" attached as "Exhibit A".
Section 4. That the City of Waterloo will contract any work not completed by the property
owner and an accurate itemized account of all costs and expenses thereof shall be made to this
council upon completion of said work.
Section 5. That the cost and expense to the City of Waterloo for making said improvement will
be assessed, as provided by law, as a special tax against all property abutting sidewalks and/or
portions thereof so improved.

EXHIBIT "A"
FY 2025 SIDEWALK REPAIR PROGRAM -- ZONE 4
NOTICE TO PROPERTY OWNERS
April 5, 2024
You are receiving this notice because the City of Waterloo Engineering Department staff have found
sidewalk abutting your property that is in need of repair.
The city is divided into twelve (12) sidewalk zones and inspected on a twelve (12) year cycle. This
year's inspected area is Zone 4 and is bounded by: West Mullan Avenue - Cedar River - West 18th
Street - Williston Avenue -West 6th Street - Washington Street - West Mullan Avenue.
The sidewalk panels that need repair have been marked with one of the following symbols:
• White paint circle — single sidewalk panel replacement
• White "X" — a sidewalk panel that may need to be replaced because of possible tree roots.
• White "F" — a sidewalk panel that can be repaired by patching.
The required sidewalk repairs are also shown on the enclosed Sidewalk Inspection Report with the type of
defect(s) explained on the back of that report and a sidewalk repair cost estimate prepared by the
Engineering Department. THIS IS AN ESTIMATE OF REPAIR COST AND NOT A PROPOSED
ASSESSMENT. You may use this estimate to compare with quotes you may receive from private
contractors. It has been the City's experience that the repair cost may be less if the property owner contracts
the repairs instead of having them done through the Sidewalk Repair Assessment Program.
Property owners can voluntarily make the repairs to their sidewalks that must meet current city sidewalk
specifications or hire a contractor to make the repairs. A current Right -of -Way bond is needed to get a permit.
You can contact the Waterloo City Engineer's office to determine if a contractor has a current Right-of-way
bond. The permit is needed before making the repairs by the person making the repairs and can be
purchased for $40.00 at the City's Engineering Dept. Monday through Friday between the hours of 7:30 to
8:30 a.m. and 12:30 to 1:30 p.m. If repairs are started without a permit, you will be issued a notice to stop
work and the cost of the permit will be the original $40.00 as well as a penalty of three (3) times the permit
cost.
If you do not have a current Right -of -Way bond, you will need to get an application form from the City
Engineer's Office and have it filled out by your insurance company then returned to the City Engineer's Office
to be approved by the City Council at their next regular meeting.
Please note the following deadlines:
• June 21, 2024 — Last day to turn in Right -of -Way bond application.
• June 28, 2024 — Last day to obtain permit.
• July 12, 2024 — Last day to complete repairs.
If sidewalk repairs are not completed by the deadline, the repairs will be made through the City's
Sidewalk Repair Assessment Program. A notice stating that your property is in the assessment
program will be sent out and the sidewalk panels will be remarked in green.
