HomeMy WebLinkAbout27385 RESOLUTION NO. -7 3 R .' A RESOLUTION MODIFYING THE CITY OF WATERLOO DOWNTOWN WATERLOO URBAN RENEWAL AND REDEVELOPMENT PLAN ADOPTED DECEMBER 23, 1974. WHEREAS, on the 23rd day of December 1974, the City of Waterloo adopted the Downtown Waterloo Urban Renewal and Redevelopment Plan for the area bounded by Franklin Street, Seventh Street to the alley between Jefferson and Bluff Street, thence along said alley to West Third Street, thence northeasterly along Third Street to Franklin Street; and WHEREAS, the purpose of the plan is to undertake a Downtown Urban Renewal and Redevelopment Project under the provisions of Chapter 403 of the Urban Renewal Law of the State of Iowa, as amended; and WHEREAS, the objectives of the plan is intended to strengthen the economy, conserve substantially sound areas of the Downtown, eliminate blight and inappropriate uses through a comprehensive program of rehabilitation and redevelopment; and WHEREAS, Section E of the "Plan" entitled "Procedures for Changes in the Plan" authorizes the Urban Renewal Plan to be modified at any time provided it is done in accordance with Chapter 403 of the Code of Iowa and the Proposed Plan Modification is approved by the appropriate officials and a public hearing is held. NOW, THEREFORE, the Downtown Waterloo Urban Renewal and Redevelop- ment Plan is modified as follows: 1. To increase off-street parking by the creation of new ramps and upgrading of existing parking facilities. The proposed actions include but are not limited to the following: a. To accomodate future modification and expansion of the West Side Parking Ramp. b. Possible construction of a parking ramp within the block bounded by East Fourth, Lafayette, East Park, and Sycamore Streets in conjunction with private redevelopment and investment in the area. c. Possible construction of a parking ramp within thk block bounded by East Fifth, Water, East Sixth, and Sycamore Streets if needed as part of Downtown Redevelopment and/or construction of a Ground Transportation Center. 2. To construct a federally funded Ground Transportation Center with private redevelopment of air rights for office, commercial or housing development. - 2 - 3. To renovate and redevelop Blocks F and G as part of the Downtown 80's Plan for Waterloo, Iowa. 4. To include the construction of Market and/or Subsidized Housing by private or non-profit developers within the Downtown Waterloo Urban Renewal and Redevelopment Plan project area. 5. All acquisition of property and relocation of families, individuals or businesses necessary to accomplish any activities as part of the Plan or Modification to the Plan will be in accordance with Section D. 3. of the Down- town Urban Renewal and Redevelopment Plan adopted by the City of Waterloo December 9, 1974. IN WITNESS WHEREOF, the City hereby adopts this modification to the Downtown Waterloo Urban Renewal and Redevelopment Plan passed and adopted the 23rd day of December 1974, Ordinance No. 2723.
