COUNCIL WORK SESSION

Roll Call.
Members present: Mayor Quentin Hart in the Chair. Mr. Boesen, Mr. Nichols, Ms. Creighton -
Smith, Mr. Chiles, Mr. Simon, Ms. Wilder and Mr. Feuss.

Approval of Minutes of May 6, 2024, Council Work Session, as proposed or amended.

Discussion of an ordinance amending Section 5-2-6: Discharging Weapons.
Martin Petersen, City Attorney, provided an overview of the ordinance.
Joe Leibold, Police Chief, shared that there were over 60 paintball gun call for services in the
city in the month of May.
Mr. Simon questioned if this only applies to city property or on private property as well.
Joe Leibold shared that this applies to private and public property. He further provided an
overview of the calls for service.
Council members and Mayor discussed the ordinance and the calls for service with the police
chief and city attorney.
An update from Historic Preservation Commission.
Noel Anderson, Community Planning and Development Director, introduced the Historic
Preservation Commission.
Matthew Gilbert, Historic Preservation Commission Chair, provided an overview of the
Dunsmore House. He shared the house was built in 1865. It is the only limestone residence left
in Waterloo and is on the National Register of Historic Places. The Commission requested that
the city go through an RFP process to hire someone to rehabilitate the house and work with a
local realtor to sell the property as a single-family home. He added that the property is actually
a double lot that could be parceled out, and a second home be built next door.

An update from Grow Cedar Valley.
Dave Wilson, Vice Chair of Grow Cedar Valley Board of Directors, introduced today's
presenters, and each provided the council with an update on projects, programs, and
accomplishments since the last update back in November. The presenters included:

Nicole Sallis, Director of Marketing and Communications
Lisa Skubal, Vice President of Economic Development
Katy Susong, President & CEO
