HAY LEASE AVAILABLE
WATERLOO REGIONAL AIRPORT

TO: Prospective Bidders
The Waterloo Regional Airport is soliciting written bids to be delivered in person or by mail to the
City Clerk of the City of Waterloo as set forth below, for haying approximately 250 acres on the
Waterloo Regional Airport.
Sealed bids must be received by the City Clerk of the City of Waterloo at her office at City Hall, 715
Mulberry Street, Waterloo, Iowa 50703 no later than Thursday, June 12, 2014 at 1:00 p.m., at which
time bids will be opened in the First Floor Conference Room at City Hall.
Description of Property:
Certain parcels located in Sections 4, 5,29, 30, 31, 32,and 33,Black Hawk County,Iowa,
consisting of approximately 1,349 acres,more or less,within the confines of the
Waterloo Regional Airport.
A two-year lease is available. Payment terms are 100% cash rent due prior to removing bales from
airport property.
Additional provisions include but are not limited to the following:

A g will be held on June 10`h at 2:00 p.m. in the airport
conference room. This conference room is located on the second floor in the airport terminal
building. All bidders must attend this meeting or their bid will be disqualified.
Tenant shall, at its own expense, procure and maintain comprehensive public liability
insurance in the amount of not less than $1,000,000 per occurrence and $ ,e e &.a_nnual A
aggregate. Such insurance shall cover liability arising from the acts or omrthions2 eft�boo-

its employees and agents, and shall protect Landlord against such claims, damages, costs or
expenses, on account of injury to any person or persons, or to the property of same,by reason
of such casualty, accident or other occurrence on or about the Real Estate during the term of
this Lease. Certificates or copies of said policies, naming Landlord (City of Waterloo and
Waterloo Regional Airport) as an additional insured, and providing for thirty (30) days'
advance notice to Landlord before cancellation, shall be delivered to Landlord within no later
than commencement of the lease term. A renewal certificate shall be provided to Landlord
prior to expiration of any policy. Landlord shall provide no such insurance for the property
or activities of Tenant,its agents or employees.

The Waterloo Regional Airport reserves the right to reject any and all bids at its sole discretion and to
waive any irregularities or technicalities. The bidder to whom the lease is awarded will be required to
sign a lease on a form satisfactory to the Waterloo Airport Board.

Waterloo Regional Airport Board:
1. The undersigned hereby certifies that he has the sole responsibility to examine the Notice
to Bidders, Waterloo Airport Hay Lease, and Proposal/Bid Form and is familiar with the
Waterloo Airport Hay property, all applicable USDA Farm Service Agency Records, and
local conditions pertaining to this work.
2. The lease will set forth the complete terms of the contract between the parties and will
supersede all terms, conditions, or promises set forth in the Notice to Bidder, this
Proposal/Bid Form, or otherwise. The successful bidder will enter into a lease on terms
acceptable to the owner, which will be substantially in the form provided to bidders with
the bid solicitation.
3. The undersigned, in compliance with your Notice to Bidders dated June 2, 2014, hereby
proposes to do the work called for in said lease and to furnish all materials, tools,
vehicles, equipment, labor, and any other thing necessary for the said work, at the
following rate:

4. The undersigned acknowledges he and each person engaged in haying operations will be
required to receive drivers training at Waterloo Regional Airport and operate within
guidelines provided by the Airport Director's office in order to drive and operate
equipment at Waterloo Regional Airport.
5. If the undersigned, or any of his partners or agents is involved in a vehicle deviation
while on Airport property, he understands he will be required to undergo retraining or
immediately lose the Airport hay lease, a decision made in the sole discretion of the
Airport Director in consultation with Federal Aviation Administration (FAA).
6. The undersigned recognizes that Waterloo Regional Airport, in its sole discretion, has the
right to reject any and all bids, and to waive any and all irregularities or technicalities. In
addition to information submitted by the bidder, other information known to the evaluator
about the bidder, the Airport's experience with the bidder, and/or information from
references may be relied upon in evaluating the bid. Financial terms will not be the sole
determining factor. Failure to submit all required information or documents may
disqualify the bid.
7. The bidder will complete and provide the Bidder's Information Sheet and Synopsis of
Experience Record form and enclose them with the bid.
8. Bidder acknowledges that Waterloo Regional Airport has the right to ask for additional
information prior to any award.

ADDITIONAL INFORMATION FOR HAYING ON AIRPORT PROPERTY
Tenant shall conform with Airport Rules &Regulations and requirements needed to
ensure airport safety and security. Tenant will be escorted onto airport property by airport
personnel and follow all directions given by airport personnel.
Hay shall be cut at least two times per year, generally mid-to-late June and early August.
Hay shall be baled within ten(10) days of the Airport Director giving notice to cut hay.
Tenant shall bale within those ten days or the hay will be offered to other bidders.
Hay shall be cut,raked,baled, and moved to a designated storage area on airport property all
within a two day period. The amount owed based on the bid price will then be calculated.
The tenant will then have ten days to pay the amount owed and remove all bales from airport
property.
This is a mowing reduction program for the airport,this is not a crop on the airport so the hay
is not of the highest quality. There will be no seeding or planting allowed under this lease.
This area is being bid on a per bale price. If different size bales are used,the price will be
calculated based on the bid price per cubic foot.

limitations.
