services required to design, produce, and mail the Spring 2014 Storm Water Education Brochure,
all in accordance with the specifications and at the bid prices for the following items:

SPRING 2014 STORM WATER EDUCATION BROCHURE
DETAILS AND SPECIFICATIONS
The City of Waterloo Engineering Department wishes to distribute a Storm Water Education Brochure to
all occupants within the City of Waterloo during the month of April 2014.
This brochure is to be mailed using the winning bidder's bulk rate mailing permit. The City of Waterloo
shall pay all postage costs upon receipt of an invoice after the brochures have been produced and mailed.
The target date for delivery to the post office for distribution is April 2nd, 2014.
This brochure is intended to reach all addresses and post office boxes within the City of Waterloo;
currently the 50701, 50702, 50703 and 50704 zip codes. The City of Waterloo also wishes to send
brochures to all addresses and post office boxes in the 50707 zip code that are within the City of
Waterloo. If possible,we wish to avoid sending the brochures to mailboxes outside of the Waterloo city
limits.
A rough draft of the brochure has been included to provide bidders with an idea of what the Engineering
Department is looking to distribute. Any input the bidder has on arrangement,font type/size,or coloring
will be accepted.
Storm Water Education Brochure specifications:
• 70 lb. 8 1/2"x 14"gloss paper
• Two sided,colored printing
• Quadruple fold
• Closed by tape tabs
• Stamped with producer's bulk rate postage
The City of Waterloo will provide:
• Electronic copy of the brochure
• Approved mock-up for production by Monday,March 31st.
The winning bidder shall produce:
• A mock-up of the brochure for approval by the City by Friday,March 28th.
• 35,000 copies of the approved brochure.
• Brochures shall be delivered to the Post Office for delivery by April 2nd.
• Those brochures not mailed shall be boxed and available for pick-up by City staff upon notice of
the brochures availability.

RE: REQUEST FOR PROPOSAL FOR PRODUCTION OF Spring 2014 STORM
WATER EDUCATION BROCHURE
The City of Waterloo is requesting proposals to produce the second of two annual storm water
education brochures as required under the City's Iowa DNR NPDES Storm Water Discharge permit.
f Included with this letter is a brochure specifications sheet outlining the needs of the City and a rough
draft of the proposed brochure.
Sealed Proposals shall be received by the Clerk of the City of Waterloo,Iowa, at her office in the
Waterloo City Hall by 4:00 p.m. on Tuesday,March 18th. All sealed Proposals shall be clearly
marked with the title of the project and the name of the bidder on the outside of the envelope.
Proposals will be read and decided upon during the Finance Committee Meeting to be held in the
Law Court Theater in the Waterloo Center for the Arts,on Monday,March 24th. The City reserves
the right to reject any or all bids and to waive informalities in the bids submitted that might be in the
best interest of the City. The project will be awarded to the bidder with the lowest bid that meets the
requirements of this proposal. The winning bidder will be notified on Tuesday,March 25th.
A mock-up brochure shall be provided to the City for approval on or before Friday,March 28th. It
is anticipated that the City will approve said mock-up and notify the company to produce and mail
the brochure no later than Monday,March 31st. The targeted delivery date to the Post Office is
Wednesday,April 2nd. The winning bidder shall pay the postage for the brochures,with the postage
cost to be reimbursed by the City.
