Dear Cammie:
I am pleased to report to you that the new funding stream the Iowa legislature authorized during the 2006 legislative session for
the Cultural Leadership Partners Program(CLP)will become available in the 2007-08 fiscal year,a year earlier than expected.
With these new funds,we have determined that we are able to meet all but one of the CLP funding priorities you recommended
during the 2006 CLP regional taskforce meetings.These included 1)restoration of the 05%cut made three years ago;2)
increasing the two lowest funding levels from$7,500 to$10,000 and$8,500 to$12,000,respectively;3)adding a new funding
level of$29,000 for organizations with budgets of$3 million or higher;and 4)increasing the funding amounts of cultural
organizations to the same level arts organizations receive. We also were able to fully fund new FY05 CLP partners that were
partially funded. We were unable to add a second new funding level of$33,000 for organizations having budgets over 4
million dollars.This is one we just cant do at this time,given other priorities of the department.
The Iowa Department of Cultural Affairs is pleased to award$$16,000.00 in 2008 to the Waterloo Center for the Arts to
support your general operating expenses. We believe this core support is an investment in the future and the sustainability of
Iowa's major cultural organizations.This funding is contingent upon our receipt of funding from the National Endowment for
the Arts and appropriation from the Iowa Legislature during the funding period.
Through this partnership,we have mutually agreed to work individually and collectively to:
— Assume an active leadership role in the community and the state and be perceived as being proactive in advancing and
elevating the role,value and quality of the arts and culture in Iowa.
— Make programming and managerial choices that clearly demonstrate an artistic or cultural vision and a desire for growth,
innovation and excellence.
— Adopt management practices that reflect professional practices and standards expected within their fields.
— Establish and strengthen networking and mentoring relationships with each other and with other arts and cultural
colleagues in Iowa.The director and senior management staff participate in CLP site visits.
Each year of this agreement,you must submit your CLP End of Year Report and current strategic plan to the Department of
Cultural Affairs.Your operating year i;7/1/2007 to 6/30/2008.This report is due 9/30/2008.Extensions may be requested in
advance if you need additional time to complete a financial report or audit.You can obtain the report form on our website.
It is important that your legislators know about the valuable work you do in your community and region of the state and how
valuable general operating support from the Iowa Department of Cultural Affairs is to you. Copies of this correspondence
must be sent to us. When you email your legislators please include Linda.lee@iowa.gov in the cc: line and please include your
funding agreement number,2008-5659 in the subject line.
The names of your legislators can be found on the state's website(www.legis.state.ia.us/FindLeg/).I also encourage you to _
personally meet with them in your community and to attend any constituent meetings they schedule in your area.

Dear Cammie:
The Iowa Arts Council is pleased award$15,200 in FY07 to the Waterloo Center for the Arts to
support your general operating expenses.The Iowa Arts Council believes this core support is an
investment in the future and the sustainability of Iowa's major cultural organizations. This funding is
contingent upon our receipt of funding from the National Endowment for the Arts and appropriation
from the Iowa Legislature during the funding period.
Your current agreement ends June 30,2006.Your new agreement for FY07,FY08,and FY09 will be
emailed to you.This letter becomes part of the new agreement.Please complete,sign and return the
new agreement within 30 days to the Grants Office,Iowa Arts Council,600 E Locust,Des Moines,IA
50319-0290.You will receive your copy of the agreement with your funding check,which will be
processed once we receive the signed agreement.
Each year of this agreement,you must submit your End of Year Report and current strategic plan to
the Iowa Arts Council. This report is due 60 days after your operating year ends(August 30).
Extensions may be requested in advance if you need additional time to complete a financial report or
audit.
You must meet all of the current OSP eligibility requirements by June 30,2007 to be eligible to
continue to receive OSP funding support.
