An Equal Opportunity/Affirmative Action Employer • THE COMMISSION ON HUMAN RIGHTS MISSION STATEMENT The Waterloo Commission on Human Rights mission is"to protect and promote the personal dignity of all Waterloo citizens and eliminate any discriminatory barriers which prevents them from reaching their full productive capacities". NARRATIVE The Commission is regularly called upon to participate, to provide leadership and to give guidance in the City of Waterloo's effort to improve race relations, appreciate diversity, and respond to hate crimes and hate acts. The City of Waterloo and the Commission has been recognized for our accomplishments in these areas over the past six years. The hard work and effort of current and past Commissioners, staff, and CVDAT volunteers who believe strongly in the Commissions mission and purpose continues to make Waterloo and the Cedar Valley the best possible place to live, work, do business,play and raise a family. The Commissions goals and objectives set out activities and programs to comply with the purpose outlined in the City of Waterloo Human Rights Ordinance. The Commissioners and staff annually evaluate the effectiveness of each activity and program. Adjustments and procedural revisions are made to implement changes that would keep us compliant with the state and federal civil rights laws. JUSTIFICATIONS FOR CRITICAL NEEDS Education Outreach Services The Human Rights Commission realizes that enforcement alone will not significantly reduce discriminatory practices and behavior. We have seen the positive impact of our Education and Outreach efforts as an effective tool in addressing bias and prejudice. The Commission is requesting to assist fair housing and housing coordination. Results and positive impact our Education and Outreach Services: • Conflicts due to race and diversity conflicts have been reduced. • Over fifteen hundred residents, including 200 youth have participated in our tried and proven forum of conflict resolution called Study Circles. More than 2000 residents have attended fair housing forums in 2006/2007. • The Iowa League of Cities called our program the "Shining Example of race relations programs in the State". • About twenty core community volunteers called the Cedar Valley Diversity Appreciation Team helps manage the various activities that directly effect barriers identified by Study Circles participants in the areas of race,diversity,discrimination, and hate crimes. • The Fair Housing Coordinator would manage activities that would increase the public's knowledge and sensitivity of the effect and impact of discrimination in the areas of fair employment practices, fair housing, credit, education,public accommodations,race relations,and economic development: (1) What are the key job responsibilities of this position? To manage the Education and Public Relations work as referred to in the City of Waterloo Human Rights Ordinance,The Fair Housing Act,and The Cedar Valley Diversity Appreciation Team(CVDAT): 1. Prepare year-end, quarterly, and month-end discrimination and education outreach reports using applicable data entry programs and software; accesses information regarding human rights issues and civil rights laws from the Internet. Develop educational materials such as brochures,posters,mailings, ads, flyers, information sheets,booklets, Web Page, and power point presentations,which shall tend to promote goodwill among the various racial, religious, ethnic and other groups within the City of Waterloo. CODE OF IOWA STATUTE A city with a population of twenty-nine thousand, or greater, shall maintain an independent local civil rights agency or commission consistent with commission rules adopted pursuant to chapter 17A. An agency or commission for which a staff is provided shall have control over such staff A city required to maintain a local civil rights agency or commission shall structure and adequately fund the agency or commission in order to effect cooperative undertakings with the Iowa Civil Rights Commission and to aid in effectuating the purposes of this chapter. Reference: Iowa Code 216.19(Local laws implementing this chapter) CITY OF WATERLOO HUMAN RIGHTS ORDINACE The City of Waterloo Human Rights Ordinance (No. 3958 (1988); amd. 4064, 01-03-95; amd. 4145, 01-08- 96) brings to form compliance with the Code of Iowa Statute 261.19 and sets out the statutory requirements of the local Human Rights Commission: 1. To provide for the effective enforcement of State and Federal Civil and Human Rights Laws by securing for all individuals within the City of Waterloo freedom from discrimination because of race, color, religion, creed, sex, national origin, age, mental or physical disability in connection with employment, public accommodations,housing,credit,and education. 2. To provide for the execution, within the City of Waterloo, of the policies embodied in the Iowa Civil Rights Act of 1965 and in the Federal Civil Rights Act and to promote cooperation between the City of Waterloo and the State and Federal agencies enforcing those Acts. To serve as a source of information to employers, laborers,businesspersons,employees, tenants and other citizens. The Fair-Housing outreach activities are an ongoing practice of the Commission on Human Rights initiatives.The Department of Housing and Urban Development(HUD)issues an allotment each year to support fair housing enforcement,education,and activities. These funds have been diminishing in totals each year in awards 125,000 fy'04, 50,000 fy'05,68,000 fy'06.The Commission continues to seek additional funding in order to fulfill these outreach activities including federal community development block grant funds. Recognition Black Hawk County Gaming Association by assisting in funding requests for these activities will be advertised and recognized in the following community held events as a fair housing sponsor: November 15,2007 annual Cedar Valley Conference on race held at Hawkeye Community College, Tama Hall in material as a recognized sponsor of fair housing. Estimated 300 adults and 100 students attending. February 12,2008 local annual Human Rights Awards banquet ceremony held in Waterloo,Iowa in material as a recognized sponsor of fair housing.An estimated 200 public participants. April 2008 all Commission's Cedar Valley advertisement of monthly activities and events as a sponsor recognizing April as National Fair-Housing Month. June 21, 2008 Summer Harmony Day III event at Lincoln Park,Waterloo, Iowa in material as a recognized sponsor of fair housing. There is an estimated 800 community participants. Black Hawk County Gaming Association will be advertised in all fair housing literature made available to the public by the Waterloo Commission on Human Rights as a fair housing sponsor. • Page 1 of 1 DAVID MEEKS Addendum Describing Project Please find below the core information for the Fair-Housing Coordinator Position: Waterloo Commission on Human Rights primary mission is to ensure the rights, respect, and dignity of the citizens in the Waterloo Community. By doing so the Commission strives to continue to improve the quality of life for all it's residents and neighbors in Employment, Housing, Education, Services, and Credit. The Commission is the city's primary source of promotion of fair housing enforcement and activities within the community. The Commissions role To provide for the effective enforcement of State and Federal Civil and Human Rights Laws by securing for all individuals within the City of Waterloo freedom from discrimination because of race, color, religion, creed, sex, national origin, age, mental or physical disability in connection with employment, public accommodations, housing, credit, and education. And; To serve as a source of information to employers, laborers, businesspersons, employees, tenants, and other citizens. Further, to actively assist in the prevention and elimination of the effects of discriminatory practices. Fair-Housing Coordinator Duties 1.) Coordinates activities regarding proactive promotion of fair housing through participation in the local Fair Housing Alliance. 2.) Coordinates activities regarding proactive promotion of fair housing through participation in the local radio monthly housing forums on Radio KBBG 88.1 and Radio KBOL 100.1. 3.) Coordinates activities regarding proactive promotion of fair housing through participation in the local meetings held monthly and as needed to attend face-to-face meetings with the public and housing representatives to share information regarding home ownership,predatory lending, landlord/tenant rights and responsibilities, "Fair Housing, It's the Law", materials, and etc. 4.)Negotiates and dispute mediation between land lord and tenants, and amicable resolution. 5.) Investigation and resolution in housing complaint process. Demographic Impact Waterloo is a community with the highest ratio of African-Americans per its population in the state of Iowa. There is a growing Hispanic and Bosnian population which makes the minority population for Waterloo at 12%, which is far above the 6.5% minority population for the state of Iowa as a whole. The Black Hawk County Gaming Association grant will assist the Commission in fulfilling this important role of the coordinator duties. This makes proactive education and awareness of this diverse community even more important in order to create the inclusive and welcoming community which values, respects, and grows in the future. Which is also attractive and encourages employer relocation to a community and diverse workforce which meets its employer needs (bottom line). In order to continue this effort, funds are being sought by the City of Waterloo for the demolition and removal of the former Van Eaton Elementary School on Burton Avenue in Waterloo. This project would open up additional land adjacent to Ray Tiller Park for 8 new residential dwellings, while eliminating a blighted building. Since its closure in 1978, the former Van Eaton Elementary school at 2170 Burton Avenue has sat vacant, and without having services such as heating and cooling, the deterioration of the building has accelerated in recent years. The City of Waterloo has had interested developers look at the property in the recent years, but no plan has ever materialized due to the high cost of demolition of the property, and the removal of this structure is long overdue. The current state of this building is having a negative influence on the surrounding area, as well as posing a threat to the safety and welfare of the citizens of Waterloo. The current building is a detraction to surrounding neighborhood character, and allowing this building to stand will only impede further development from occurring within this neighborhood. As recent as 2005, the City of Waterloo had been in negotiation with a local homebuilder that expressed interest in the former school site, which sits on 2.2 acres. With the close proximity to Ray Tiller Park just south of the site, City officials feel this to be a prime development area for new housing opportunities, which would add additional tax base to the City's tax rolls, as well as providing additional housing options to an area of Waterloo that has not seen a large amount of new housing in past years. City of Waterloo—Property Tax Relief&Additional Residential Development B. The goal of this project is to eliminate a negative, and to begin positive redevelopment for this area, thus strengthening the neighborhood fabric, and providing a safe and desirable area for Waterloo residents to call home. Removal of the former Van Eaton School will offer more housing options and additional tax base for Waterloo citizens, which in turn will lead to a lower property tax bill. C. The Community Planning and Development office will prepare asbestos and demolition specifications for the former school. A public bid opening will be held by the City Council, and the City of Waterloo will approve the lowest responsible bid for the project. D. The beginning date for this project will be based upon receipt of the Black Hawk Gaming Association funding. We project that the allocated funding will be utilized within 6 months of the project start date. E. The City of Waterloo currently has over 68,000 residents, and those that will be served will be those who pay property taxes, those in the immediate surrounding area who will benefit from the removal of a threat to the public welfare and wellbeing, and those seeking out better housing opportunities. F. The success of this project will be based on the safe demolition and removal of the Van Eaton School, the new development of 8 residential housing units on the former school site, the improvement of the surrounding neighborhood's character, safety and fabric, and a lower tax bill for property tax contributors in the City of Waterloo. Demolishing this school will be a benefit to the City of Waterloo, as currently, the property is under City ownership, and pays no taxes. G. It is not anticipated that this will be an ongoing project once the school building is removed, and new residential development occurs on the former school site, as this is the. only land in the vicinity that the City of Waterloo owns. Most of the seasonal employees within the Leisure Services Sports Department are currently paid at or just over the existing minimum wage of$6.20/hour. The minimum wage will increase to $7.25/hour on January 1, 2008. This will have a very adverse affect on our 2008 Fiscal Year seasonal employee budget. The City of Waterloo operates on a July 1-June 30 fiscal year. Typically the City begins the budget process in December, or roughly 7 months before the fiscal year budget is enacted. In December of 2006 there were early rumblings on both the State and Federal levels about a potential minimum wage increase. It was discussed during the budgeting process to account for some level of budget increase to cover the potential change. It was decided not to budget for the minimum wage increase because at the time of budget certification there was no clear indication of what was definitely going to happen in regards to minimum wage. Since that time minimum wage has risen first from $5.15/hour to $6.20/hour. On January 1, 2008 it will rise to $7.25/hour. This increase, which will take place at the midpoint of our fiscal year, will add approximately$15,000.00 to the sports seasonal employee budget. We plan to account for this increase in our fiscal year 2009 submissions,but funding is not readily available to assist our department throughout the end of this fiscal year. B. The overall goal of this project is to identify funding outside of tax dollars that can be utilized to cover this one time shortfall. C. The City of Waterloo Leisure Services Department offers recreational and aquatic programming throughout Waterloo. D. These funds will be utilized immediately to help pay our seasonal sports staff of officials, coaches and swimming pool staff. E. Nearly 70,000 people participate in Leisure Services Sports activities every year. F. The success of this program will be measured simply by not having to utilize additional tax dollars to fund these seasonal wages. G. Emergency Power Generator for the City of Waterloo Fuel Distribution Facility. In the event of a natural disaster, act of terror or other significant emergency situation affecting the power supply to the citizens of Waterloo, the City's ability to provide emergency services to its citizens would be significantly jeopardized. Without a back-up means of powering the City Fuel Distribution Facility, City departments providing emergency services including Police, Fire, Sanitation and Sewer, Streets and Traffic Control would be limited in their ability to provide services based on vehicle and equipment availability due to fuel availability. Black Hawk County Sheriff, Health Department and the Waterloo School System also utilize this facility as their primary source of fuel. The City Fuel Distribution Facility, managed by the Central Garage Department, is a general fund department. Operational funds to support a capital project such as this have never been, nor are they now, available. To be pro-active in the preparation of emergency operations, Black Hawk County Gaming Association funds are being sought as a supplement to the City of Waterloo operational budget. In the event of an emergency, power disruption or natural disaster, the City of Waterloo Fuel Distribution Facility would be rendered inoperable. The Fuel Facility provides fuel to all City departments, including emergency services, Black Hawk County Sheriff, Health and Maintenance Departments as well as Waterloo Schools. OBJECTIVE: The objective of this project is to install an emergency generator with an automatic transfer switch to power the fuel pumps in the event of a power outage. There is a legitimate need, based on many factors not the least of which is inclement Midwest weather, to secure fuel for emergency vehicles. An inability to pump from our underground storage tanks may not be well received by highly stressed citizens in a time of emergency. B. Goals: The goals and objectives of this project are simple. Provide peace of mind to City Departments and citizens alike that fuel availability is one essential service that has been addressed in preparations for emergency operations. C. Nature of Service: This project will allow both City and County emergency operation vehicles to perform the necessary function of providing emergency services. D. Project TimeLine: Bids received are probably accurate for up to 60 days, the project from notification of approval should be completed within 90 days. E. Estimates of People Served: In addition to all City of Waterloo emergency services and Black Hawk County Sheriff, all citizens within the City and Black Hawk County would be served with no interruption in emergency services due to fuel availability. F. Project Evaluation: The project will be evaluated by monthly testing of the system to ensure its operation, but the true evaluation would come during an actual emergency. G. Project Sustainment: There would be no additional revenues required to support this project, other than routine, scheduled maintenance. MISSION STATEMENT: The City of Waterloo Central Garage Department provides vehicle and equipment procurement, scheduled preventive maintenance and necessary repairs on all City owned equipment except Fire. The Department is also responsible to maintain the City Fuel Distribution Facility. The mission of this department is to provide these essential services to citywide departments seamlessly, making certain that the equipment necessary for each department to perform the citizen services they are responsible for is kept in the best possible condition to meet all expected and unexpected needs.
