Locating Historic Properties Identification, Evaluation, and Registration Activity CLG Standards found in CLG Agreement and National Historic Preservation Act • The CLG shall maintain a system for the survey and inventory of historic and prehistoric properties in a manner consistent with and approved by the STATE. • The CLG will review National Register nominations on any property that lies in the jurisdiction of the local historic preservation commission. 1. Please provide complete reports and site inventory forms from historic identification/survey, evaluation, and/or registration/nomination projects that the City, County, or Land Use District completed in 2007. Do not include projects that were funded with a CLG grant or mandated by the Section 106 review and compliance process. 2. How many NRHP Properties in your City, County, or LUD were altered, moved, or demolished in 2007? 0 3. In 2007, how many additional properties (landmarks, sites, zones, or districts) did your city place on its list of locally designated historic landmarks and/or historic districts? Please attach a copy of each designation nomination and ordinance. 0 4. In 2007, were there any actions to revise, amend, change, or de-list a locally designated property? If so, how many? Please attach documentation of the review and appeal process and decisions made by the historic preservation commission, planning and zone 1 commission, city Council, District Court or other governmental agency or official involved with the process. No NHRP properties de-listed. Section II Managing, Protecting, and Preserving Historic Properties • The CLG will enforce all appropriate state and local ordinances for designating and protecting historic properties • The CLG shall provide for adequate public participation in the local historic preservation programs 5. Did your city, county, LUD or its historic preservation commission undertake any of the following activities in 2007? Please think broadly about this question and include any activity (small or large) that facilitated historic preservation in your community. a. Historic preservation planning. Examples include the development or revision of an preservation plan, development of a work plan for your commission, etc. (use additional pages if needed) The HPC is currently revising the Historical Preservation Ordinance, as well as looking at an option of establishing Conservation Districts. b. Provided technical assistance on historic preservation issues or projects. Examples include working with individual homeowners, business owners, institutions to identify appropriate treatments and find appropriate materials, research advice, etc. (use additional pages if needed) Yes. The HPC provided assistance and guidance to multiple property owners within the Highland Historic District who were proposing changes to the exterior of their house, or new construction such as garages, and granting these applicants a Certificate of Appropriateness. The dates of those meetings were March 20, April 17, May 15, October 16, and November 20. Additional information for these meetings can be found in the packet of information that is provided. Commission members also assisted in the development of two Memorandum of Agreements, one for John Deere, and the other for the former Rath Packing Plant site. At their October meeting, the HPC gave suggestions and recommendations to EarthTech Engineering Services, as well as IDOT on how to preserve two eligible homes that are proposed to be removed as a part of the Highway 63 expansion project. HPC members noted they would prefer to see the two houses moved, noting there are numerous empty lots in the neighborhood. c. Undertook educational programming in historic preservation. Examples include training sessions offered to the public, walking tours, open houses, lectures, Preservation Month activities, etc. (use additional pages if needed) An annual awards ceremony was on May 29th, and three property owners were recognized for their effort and work they have done in preserving the historical character of 2 their home or business. In August, some HPC members teamed up with the Grout Museum and assisted with the "Old Homes Tour". 6. If the city or county amended its historic preservation ordinance or resolution or passed additional ordinances or resolutions that impact historic properties, please attach copies of the amendments and new ordinances or resolutions. 7. If new or revised design standards and/or guidelines were developed and adopted during 2007,please attach a copy. 8. Are there any particular issues, challenges, and/or successes your preservation commission has encountered or accomplished this year? The year of 2007 has been a very exciting and very busy year for the Historical Preservation Commission. On May 29th,the HPC held their 3` Annual Awards Ceremony at the Snowden House in the Grout Museum District. The HPC awarded three recipients , which were in the private sector, business sector, and one neighborhood association for their continued work in preserving the historic fabric and character of Waterloo. The HPC also worked with Main Street Iowa, SHPO, as well as Main Street Waterloo in coordinating and providing funding for the "Preserving Today for Tomorrow" conference that was held at the Waterloo Elk's Club on June 14th and 15th, with numerous HPC members attending the conference and furthering their education in historical preservation. The biggest success of 2007 for the HPC, was successfully finding a developer to rehabilitate and restore the former Rath Administration Building, which has sat vacant since 1985. In September, HPC member began organizing public brainstorming sessions on how to save the building, and what uses would best suit the former office building. A total of three brainstorming sessions were held, and with the continued work from City staff, a development agreement was reached between the City of Waterloo and MAKO CORPORATION of California. At their December regular meeting,the HPC unanimously approved the development agreement. In the upcoming months,the HPC will be actively involved with the redevelopment of the Rath Building by reviewing plans submitted by the architect for the project, insuring the outside restoration work complies with the Secretary of the Interior's Guidelines. 2007 has proven to be a banner year for historical preservation in Waterloo, as there are multiple historical preservation projects currently underway or completed in downtown Waterloo, and a new life has been found for the Rath Administration Building. Historic preservation is beginning to make a comeback in Waterloo, and 2007 is just an example of what's to come in the future years. Section III Historic Preservation Program Administration • The CLG will organize and maintain a historic preservation commission, which must meet at least three times per year. • The commission will be composed of community members with a demonstrated positive interest in historic preservation, or closely related fields, to the extent available in the community. 3 • The commission will comply with Iowa Code Chapter 21 in its operations. • Commission members will participate in state sponsored or approved historic preservation training activities. 10.
