By Signing below,the Waterloo Police Department agrees to perform the activities listed in the attached
"Enforcing Underage Drinking Laws 2007 Proposal" and Pathways Behavioral Services agrees to

II.Abstract
Name of Proposal: Enforcing Underage Drinking Laws (EUDL)
Purpose of Proposal: Reimbursement of overtime cost and confidential funds
used to make compliance checks at local businesses with alcohol licenses.
Amount of Funding requested: $2500.00
Duration of Proposal: October 1, 2007 through September 30, 2008
Location of Service: Waterloo, Iowa
Schedule of Program: Officers will conduct compliance checks throughout the
year.
Tracking/Evaluation of Outcomes: Every year the Waterloo Police Department
keeps track of the statistics of our retail alcohol enforcement checks. We keep
track of the businesses by name that we have checked as well as if the business is
compliant with Iowa state law or not. If a business is not compliant with the state
law the employee who sells the alcohol to the underage person receives a citation
and the case is turned over to the State for possible sanctions against the business
and their liquor license. The names of businesses who are non compliant are sent
out to the press with a press release saying how many checks were made that day
at that the business was not compliant.
Sustainability: As this is a continual effort for the Waterloo Police Department,
conducted yearly regardless of funding, our agency would be able to employ any
lesser amount of funding to aid in offsetting the cost of operational expenses to
conduct these business checks.
IV. Financial Management:
Line Item Budget: The Waterloo Police Department proposes the following
request in the sum of$2,500.00 to aid in our efforts in checking area businesses
within our jurisdictional responsibility.
Our average officer overtime rate: $35.25
Total anticipated hours: 16 per officer
Number of officers required: 4
Total amount of hours: 64
Informants' cost: $240.00(8 checks X$30.00=$240.00)
Total: $2,500.00 (any unforeseen costs over$2,500.00 will be paid by our
agency.)
Budget Narrative: The Waterloo Police Department proposal in the above line
items is reimbursement for actual cost as it relates to the retail alcohol compliance
checks. The amount requested by the Waterloo Police Department would be to
pay officers overtime wages while completing the compliance checks. We also
need underage person's to assist officers in these compliance checks. The
Informants cost would represent the actual cost of a stipend we would pay the
underage person for their time.
Total Budget: Total: $2,500.00 (any unforeseen costs over$2,500.00 will be paid
by our agency.)
In-kind contributions: The Waterloo Police Department will pay any and all
other cost associated with the retail compliance checks, such as court cost for
officers who attend court. This is an unknown amount of money, but it would be
at the$35.25 per hour, with a minimum of 2 hours per court appearance per
officer. This comes out to be about$70.50 for each officer per court appearance.
