Energy Efficiency Action Plan for Waterloo Leisure Services — Young Ice Arena Waterloo, Iowa Prepared by Nexant, Inc. on behalf of MidAmerican Energy Company's EfficiencyPartners®Program May 23, 2008 I. SUMMARY Young Ice Arena, an ice arena run by Waterloo Leisure Services, is dedicated to continuously improving their energy management practices. Energy assessments completed by Nexant on March 6, 2008, identified energy management, capital investment, and detailed study energy efficiency project opportunities at Young Ice Arena. This Energy Efficiency Action Plan(the Plan) outlines those recommendations from the assessments that Young Ice Arena is interested in pursuing and implementing. The Plan also acts as a good faith agreement between Young Ice Arena and MidAmerican Energy Company to implement the recommendations contained in the Plan. As Young Ice Arena proceeds with implementing the measures included in the Plan, MidAmerican commits to offering additional technical resources to Young Ice Arena, as well as their best available financial incentives. The Financial Resources (cash incentives) that MidAmerican Energy Company commits to providing Young Ice Arena in support of the initiatives and projects specified above will be finalized once vendor quotes have been obtained and project implementation costs and estimated savings have been firmly established. At minimum, Young Ice Arena will be eligible for the standard rebates offered through MidAmerican's prescriptive equipment and custom system rebate programs (these incentives are shown in the walk-through report). However, all projects must meet State and Program eligibility guidelines before they can be approved for MidAmerican Energy Young Ice Arena Page 4 of 7 Energy Efficiency Action Plan MidAmerican incentives;therefore,the projects outlined in The Plan are not automatically pre- approved for incentives. Table 3 shows the maximum incentives that will be available to the Young Ice Arena as multiple projects in the Plan are implemented. EfficiencyPartners participants who implement comprehensive projects which address whole-building energy performance are eligible for incentives which buy down the project's simple payback by up to four years; incentives can not reduce a project's payback below one year. For detailed study projects, MidAmerican will pay for 50 percent of the actual cost of the study upon receipt of the study report. In addition, MidAmerican may reimburse up to the remaining 50 percent of the study after implementation of the study recommendations. The amount of this reimbursement is based upon the estimated annual cost savings from implemented projects. In no case can MidAmerican's total funding for detailed studies exceed the actual cost of each study. Every project implemented by the customer needs to be formally pre-approved by MidAmerican prior to initiating project installation,regardless of whether or not the project is included in a walk-through assessment report or an action plan. If formal pre-approval is not obtained prior to project installation, the project will not eligible for MidAmerican incentives. Formal MidAmerican pre-approval is obtained by submitting a Project Summary form and obtaining a letter of pre-approval from MidAmerican for the project. In emergency situations, the customer may obtain pre-approval verbally. V. NEXT STEPS For each project, after finalizing and signing this Plan,the next steps are as follows: 1) Finalize the scope for each project. Finalizing a project's scope includes obtaining vendor quotes and selecting a vendor, finalizing the implementation budget, completing any energy savings analysis (if necessary), and preparing the final estimate of energy and cost savings. 2) Prepare Project Summary(PS)Form. After finalizing each project's scope of work, an Efficiency Partners Project Summary Form must be prepared and submitted by the customer to MidAmerican. MidAmerican will use the Project Summary Form to determine if the project meets State and Program eligibility guidelines for incentives, quantify the incentive available(if applicable), and grant pre-approval for a MidAmerican incentive. 3) Install each project. 4) Prepare and submit Project Installation Notice(PIN)Form. After completing the installation and all associated commissioning (if necessary) of the project,an Efficiency Partners Project Installation Notice form must be prepared and submitted as notification of project completion. After reviewing and approving the PIN, MidAmerican will issue the incentive for the project. Note, MidAmerican may conduct verification of project installation prior to awarding the incentive for a project. MidAmerican Energy Young Ice Arena Page 5 of 7 Energy Efficiency Action Plan VI.STATEMENT OF COMMITMENT In becoming an EfficiencyPartner with MidAmerican Energy Company, Young Ice Arena affirms a commitment to reducing their energy consumption and agrees to complete the above outlined energy management, capital investment, and detailed study projects to the best of their ability, subject where appropriate to further feasibility analysis. In return, MidAmerican Energy Company agrees to provide additional technical resources to Young Ice Arena as well as their best available financial incentives upon project completion. The undersigned agree and understand that the incentives available may be modified if any or all of the projects detailed in the Energy Efficiency Action Plan are not implemented within the agreed upon time frame.
