TRAFFIC ENGINEERING STUDY
4TH, 5TH AND 6TH STREETS CONVERSION OF ONE-WAY COUPLETS TO TWO-WAY
SUPPLEMENTAL AGREEMENT NO. 1
RECONNECTED COMMUNITIES PILOT (RCP) PROGRAM GRANT APPLICATION ASSISTANCE
WHEREAS, a Professional Services Agreement was entered into between the City of Waterloo (Client),
715 Mulberry Street, Waterloo, Iowa, and AECOM Technical Services, Inc. (ATS), 501 Sycamore Street,
Suite 222, Waterloo, Iowa, dated December 21, 2020, for a traffic engineering study to convert the one-
way couplets to two-way traffic on 4th Street and 5th Street from Six Corners to Randolph Street and on 5th
Street and 6th Street from Randolph Street to near Barclay Street through downtown Waterloo; and
WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 1 for assistance in
the preparation of the United States Department of Transportation's (USDOT) Reconnecting Communities
Pilot (RCP) Program Grant Application.
NOW THEREFORE, it is mutually agreed to amend the original Professional Service Agreement as follows:
I. PROJECT DESCRIPTION
The professional services included in this Supplemental Agreement includes assistance in
preparation of the RCP Grant Application for the project, including grant writing, benefit/cost
analysis and presentation graphics for application. The application will be seeking capital funding
under this program. The project will convert a one-way couplet created by 4th, 5th and 6th Streets
that traverses the heart of downtown Waterloo into two separate two-way streets. The 1.9-mile
couplet serves as a major thoroughfare that traverses multiple disadvantaged neighborhoods and
connects the two sides of the downtown area.
II. SCOPE OF SERVICES
The Scope of Services will encompass and include work, services, materials, equipment and supplies
necessary to complete the project defined above. The Scope of Services is further defined as follows:
RCP Grant Assistance — Tasks 1-5
This Scope of Work includes tasks for the preparation of the RCP Grant Application. Unlike the
prior submission to the Reconnecting Communities and Neighborhoods (RCN) program, the
approach for the RCP program includes development of a full benefit cost analysis as a companion
analysis to the application narrative. The approach also builds on lessons learned from the previous
RCN grant submission including feedback from a debrief provided by USDOT on how the project
narrative and analysis could be improved for future resubmission.
ATS will draft the application narrative, carry out supporting analytics (in the form of the benefit cost
analysis), develop supporting graphics, coordinate with the City on a letter of support template to
send out to elected officials and other sponsors of the project, coordinate with the City on a local
match funding commitment letter, and provide general assistance with the submission process.
RCP Application
The main tasks for the delivery of the application are shown as follows:
1. Narrative and Application Development.
2. Benefit Cost Analysis.

4. Grant Application Coordination.
5. Quality Assurance and Quality Control; Project Controls.
The following tasks are to be completed by the Client:
Assist in Providing Required Project Information
Secure Support Letters
Certifications and Letters of Commitment for Funding
Submission of the Application
Assistance Coordinating with Project Partners (as needed)
The tasks for the RCP Grant Application are described below.

Task 1 — Narrative and Application Development. A review and revision of the previous grant
application's narrative will be conducted to respond to the debrief provided by USDOT and the
current RCP Notice of Funding Opportunity (NOFO). In addressing the program -specific
requirements, ATS will make a comprehensive and multifaceted case for the project, demonstrating
across the application narrative of the purpose and need for the project, impacts to disadvantaged
communities and meeting Justice40 initiative, and the City's aptitude and readiness to deliver the
project on time, to budget, and in a regulatorily compliant manner. The application will be developed
as per the NOFO and will include required appendices (e.g., standardized forms, and letters of
support/funding commitment.)
Based on the 2024 RCP NOFO, the narrative will include the following:
Project overview
Location and mapping
Response to merit criteria
Project readiness (including discussion of environmental risk)
Project budgets, funding sources, and use of funds
Benefit cost analysis
In consultation with the City, we will also complete the required Federal Standard Forms such as
SF-424 and SF-424C (construction budget), among others as required by the NOFO.
The ATS team will deliver a draft version of the application in Word format to the City. Following
the receipt of comments from the City, ATS will make necessary revisions, with a final draft PDF
copy provided to the client with all supporting appendices before submission for final review.
Task 2 — Benefit Cost Analysis (BCA). The BCA represents the principal quantitative justification
upon which grant applications will be assessed. Its aim is to show that the project is economically
feasible and will deliver a multifaceted basket of benefits which outstrip the costs associated with
planning, constructing and operating the project. To assess the various project alternatives, so that
a preferred project mix can be identified, ATS will construct a BCA model to which the project can
be applied. ATS will develop a BCA model which directly addresses the RCP program grant
assessment criteria, as consistent with 2024 USDOT BCA Guidelines.
The BCA Analysis will comprise of:
• Development of a BCA model which directly addresses the RCP program grant
assessment criteria, as consistent with DOT guidelines.
Incorporation of cost estimates, scheduling and technical data for planning, construction,
and operations for the project.

Calculation and valuation of benefits which the project will deliver over the assessment
period (generally 20 years following construction); and
Determination of benefit -cost ratio for the project at a 3.1 percent discount (2.0 percent
discount for CO2 greenhouse gas emissions reductions), as consistent with DOT
guidelines.
ATS's BCA analysis will be rooted in best practice as evidenced by commendation by
federal agency grant reviewers on the creativity, thoroughness, and defensibility of
previous analyses supporting successful grant applications.
Task 3 — Application Design. Grant support staff will provide cover graphics, GIS mapping,
technical editing and formatting services for the document during the draft and final versions for
client review. Required elements of the NOFO such as location mapping will be accomplished from
this task.
Task 4 — Grant Application Coordination. ATS will coordinate the grant application's development
with the City team to verify that required materials are obtained and that the various aspects of
project delivery are efficiently and effectively communicated. Weekly coordination meetings, or
other meeting interval preferred by the City, will be supplemented by other communications
between ATS and the City.
Task 5 — Quality Control and Quality Assurance, and Project Controls. Project deliverables will
undergo a review by key task/discipline managers. A QA/QC review will be conducted by certified
reviewers following an established check and cross-check procedure. The QA/QC documents and
signed review forms are maintained as part of the ISO -certification process. In addition, project
tracking and controls will be completed for this project along with general project administration.
III. COMPENSATION
Compensation for the above services will be on an hourly basis in accordance with Part VI of the
original agreement and shall be integrated with the fees in the original agreement. The estimated
fee is Fifty -Four Thousand Five Hundred Dollars ($54,500.00).
IV. In all other respects, the obligations of the Client and the Consultant shall remain as specified in
the Professional Services Agreement dated December 21, 2020.
IN WITNESS WHEREOF, the parties hereto have executed this Supplemental Agreement No. 1 as of the
dates shown below:
