This application may be copied or downloaded from the Iowa Homeland Security and Emergency Management website listed below. Questions concerning this application should be directed to the Iowa Homeland Security and Emergency Management Division, 515-725-3231 . Applications must be submitted to Iowa Homeland Security and Emergency Management Division by close of business on April 1, 2009. Applications may be submitted by certified mail or e-mail (a reply message will be sent as receipt notification). Narrative of proposed work to be completed The City of Waterloo is proposing to acquire the property at 1720 Black Hawk Road, which is owned by R & L Investment, Inc. The property in question has a single family home and a salvage yard business located on it. The property is located within the floodway of Black Hawk Creek, and a hydraulic study by AECOM shows that the presence of the salvage yard causes an increase in flood heights, having a negative impact on surrounding properties, including several homes and the Katowski Greenbelt. Due to environmental issues, the acquisition of the property is not eligible through FEMA's Hazard Mitigation Grant Program, and no other funding sources have been identified. The purchase of the property is a priority for the City due to the impact of the use on flood heights and surrounding properties. As part of the acquisition, the occupants and business would be relocated to a non-floodplain site. The site has frequent flash flooding from Black Hawk Creek. Due to the use of the site as a salvage yard, the City of Waterloo also has high concerns for automobile fluids, freon, and other contaminents being released into Black Hawk Creek and the Cedar River. 6. Anticipated cost, to include details of major cost elements Acquisition of property - $100,000 Relocation of business - $140,000 Relocation of occupants - $10,000 Total Estimate - $250,000 7. Detail of governance structure to be used to administer funds for recipient, including designation of community disaster grant manager Upon recept of grant funds, the City of Waterloo Chief Financial Officer will create a separate account and allocate the funds to the City of Waterloo Planning and Zoning Department to acquire the property and relocate the occupants and business. Noel Anderson, the Director of Community Planning and Development shall be designated as the grant manager. 8. Timeline of milestones April 2009 - award of grant May 2009 - complete appraisal June 2009 - negotiate purchase March 2010 - purchase property 9. Performance measures and basis of evaluation for project The home and salvage yard are located within a floodway and a hydraulic study performed by AECOM has shown that their presence causes a rise in flood heights, therefore the acquisition and removal of the home and business will have a positive impact on future flooding and remove the occupants from harms way. The occupants operate the salvage yard business and the family of 10 reside on the properly, including a chile that is in a wheelchair. The flash flooding of the area and the 2008 disaster events have caused Public Safety personnel to help evacuate occupants by boat. 10. Narrative of proposed work to be completed The City of Waterloo is proposing to acquire the property at 300 W 3rd Street, which is owned by Operation Threshold, a private non-profit social service organization serving low to moderate- income families and individuals, with programs areas that include housing and weatherization, family development, community services, and Women, Children, and Infants Nutrition Program (WIC). The property was significantly damaged by the recent flooding, causing structural damage and business loss. The cost of rehabilitation is approximately $500,000, of which FEMA funds are available. The acquisition of the property would work in collaboration with the City of Waterloo's Downtown Master Plan and the Rath Neighborhood Revitalization Plan. The former Rath Packing Plant area is the City's NRSA area for CDBG purposes, and the construction of a new Operation Threshold site in this area will greatly aid in the revitalization and service to the customers of Operation Threshold. 6. Performance measures and basis of evaluation for project The relocation of Operation Threshold will move them to a new site, out of the floodplain, that will better their needs of their needs, needs of their customers, and work in relation to the City of Waterloo's goals for the Downtown Master Plan and Rath Neighborhood Revitalization Plan. The redevelopment of the existing sil:e will allow for the highest and best use, as well as provide smart growth development in conformance with the Downtown Master Plan. 10. The property was significantly damaged by the recent flooding, causing structural damage and busiress loss. It is estimated to cost $250,000 to rehabilitate the structure. The business has relocated outside of Downtown Waterloo and does not intend to return to the site. The site is critical to the Downtown Master Plan due to its close proximity to the EXPO Grounds and CAT-funded Public Market project. 6. MidwestOne has relocated to another site, however the acquisition will aid in the redevelopment efforts in conformance with the Downtown Master Plan, due to the site's close proximity to the EXPO Grounds and the CAT-funded Public Market proiect. 10. Narrative of proposed work to be completed For ground water mitigation this project involves the the installation of two (2) new sump systems and the improvement of three (3) existing systems. The flooding City Hall experienced during the flood event of 2008 was the infiltertion of ground water into the basement area from the hydraulic pressure. The proposed sumps will relieve that pressure to the sump systems so the water can be pumped out through a controled system. The 2 new systems will inculde the excavation of one 4' x 8' sump pit with the installation of a 1.5 hp pump and a 3' x 3' sump pit with a 3/4 hp pump. Both new sumps will have to be hand excavated and installed. The largest expense will be experienced in the redesign and installation of an existing pit in the Generator room. This will require the remove) of the existing pit and the hand excavation of a 6' x 10' sump with poured walls with two (2) 1.5 hp pumps piped to the exterior of the building. The installation of the pit will require the removal of an old generator and motor. The two (2) existing sumps are in the elevator pits and need to be enlarged with larger pumps. The major expense will be the excavation of the pits along with the construction of the new. The total project is estimated by Gilmor and Doyle of Waterloo to cost about $125,000 excluding design fees. We will need about 150,000 including design fees with a contingency. 6. Anticipated cost, to include details of major cost elements Labor cost for sump excavation and installation of new. $90,000 Pumps with installation including electrical $30,000 Design costs $10,000 Contingency $20,000 Total Estimate $150,000 7. The City of Waterloo will seek competitive bids, which will be opened and the bids accepted at a public hearing of the Waterloo City Council. Louis Cutwright, the Building Official/Maintenance Supervisor shall be designated as the grant manager. 8. Performance measures and basis of evaluation for project During the critical time frame of the 2008 flood aproximently 200 to 300 gpm were being pumped from the basement of City Hall. Pump installation will pump about 500 gpm to account for the extra de-watering because of the deep pits. 10. Narrative of proposed work to be completed The City of Waterloo is proposing to repair the flood gates at Fletcher Avenue/University Avenue and at Fletcher Avenue/Highway 63. These are large gates that close off Fletcher Avenue through Hope Martin Park. Hope Martin park floods frequently from Black Hawk Creek. These large gates, when closed, no longer seal properly between themselves the road or the walls that they are connected to. The City of Waterloo is proposing to replace the existing seals and install additional seals to prevent the gates from leaking. In addition to replacing the seals, some minor structural grouting would be performed to eliminate leakage behind the seals. 6. Performance measures and basis of evaluation for project By replacing these seals, the gate leakage will be eliminated and will allow City personel to move the portable pumps needed in this area to other areas around the city. The new seals will also eliminate the need for sandbagging these gates, thus allowing City personel to be utilized elswhere during a flood. 10. Narrative of proposed work to be completed The City of Waterloo is proposing to replace the large storm sewer gate that closes off Dry Run Arch to the Cedar River. Dry Run Arch is a large underground structure that carries Dry Run creek under downtown Waterloo and dumps into the Cedar River. At the point where Dry Run Arch empties into the river, there is a large gate that can be lowered to keep the river from backing up the arch and flooding the downtown area. The City of Waterloo is proposing to replace the gate and opener. 6. Anticipated cost, to include details of major cost elements Construction - $200,000 Construction Related Services (CRS) - $ 20,000 Total Estimate - $220,000 7.
