HomeMy WebLinkAboutGovernment Relations Consultants-Consulting Contract-03.16.2009 etz, /1,1. 0lods - a/7 CONSULTING CONTRACT AGREEMENT, made this 1st day of March, 2009, by and between Government Relations Consultants, 11005 Sweetmeadow Drive, Oakton, VA 22124 (herein referred to as "the Consultant") and the CITY OF WATERLOO, provided as follows: WITNESSETH WHEREAS, the CITY OF WATERLOO and the Consultant desire that the Consultant be retained to provide, the contractor, te_.�� _ l in u .., capacity of an independent intergovernmental affairs and informational services to, and for the benefit of the CITY OF WATERLOO. NOW, THEREFORE, in consideration of the premises and mutual promises of the parties hereto by them to be kept and performed, it is hereby agreed as follows: SECTION I SCOPE OF SERVICES: The consultant shall provide to the CITY OF WATERLOO intergovernmental, informational and advocacy services described in Appendix I of this contract. In the performance of said services, the Consultant shall not engage in any activities which are illegal or unethical. SECTION II COMPENSATION: CITY OF WATERLOO shall pay Government Relations Consultants (Allynn Howe) in the amount of$60,000, and up to $5,000 in out of pocket expenses (for pre approved travel, lodging conference registrations) as compensation for services to be performed by Allynn Howe at the rate of $5,000 per month, commencing with the date of this contract and payable in arrears on the last day of each month. All travel will follow the City of Waterloo travel approval process through the Finance Committee as required. SECTION III NONEXCLUSIVITY: The consultant may act for and render intergovernmental affairs and informational services to other persons, government units, firms or corporations during the term of this agreement. SECTION IV DURATION OF AGREEMENT: This agreement shall commence upon the date of this contract and shall continue for twelve months ending February 29, 2010. Without objection of either party, this Agreement will extend month to month until terminated by either party. Such termination would be required to submit 30 days written notice. SECTION V AMENDMENTS: No amendment to this agreement shall be effective unless it is in writing and signed by both parties. IN WITNESS THEREOF, the parties hereto have caused this agreement to be executed by their duly authorized officers on the day and year first noted above. Coordination and assistance with meetings with appropriate Members of Congress and Legislative and Executive Branch staff; 2. Assist with the drafting and dissemination of written material to Members of Congress; 3. Coordination with other Consultants for the City of WATERLOO and relevant associations and other properties on policy changes and budget matters that may be considered by the Congress or the Executive branch; 4. Produce monthly report summarizing items of importance that have occurred during the previous month; 5. Attend and take part in meetings from time to time with the City of WATERLOO's staff and elected officials at the request of- the City of WATERLOO; 6. Generally, we will work on areas where the City of WATERLOO can improve their return from Federal transportation programs particularly in highway and transit funding, including, but not limited to the following: 1. National Corridor Planning and Border Infrastructure Program 2. Section 5309 Bus and bus facilities program 3. Intelligent Transportation Systems Integration Deployment program 4. Railroad grade crossings 5. Airport Improvements 6. Other Appropriations funding as needed
