I. Project Description
A. What identified community need does this project address,and by whom has the need been identified?
The project will have wide appeal for all ages,ethnicities and income levels.The theme of the project is Art and
Environment and will address issues related to the environment,natural history and sustainability and educate the public
about our rich environmental heritage.These issues are top of mind in our local community as well as the larger national
community.The Expo Grounds and the Market have been developed to promote fresh,organic,sustainable crops and
enhance the livability of our community.The banner project will dovetail with and promote all of these goals.The
Community Foundation has identified funding priorities which include support the creative arts,enhance community
resources,support natural resources and educate the public re:environmental priorities and issues—all those priorities are
also goals of this project.
B. Project Description.
1. Briefly describe the project.
Themed around Art and Environment,this project's goal is to bring unique public art to the new Expo Plaza and Public
Market space in downtown Waterloo,utilizing the expertise/creativity of local artists. The Plaza is an urban space set in
a rural area, offering an opportunity for art to connect the Cedar Valley community and environmental themes such as
natural history and sustainability. The banners will represent the Cedar Valley community,its heritage,and its
rural/urban connections.
Four artists whose art addresses the environment, natural history and sustainability have been commissioned by a sub-
committee of WCA's Public Art Committee to create an exhibit of banners and original works that will be exhibited both
at the museum and at the Expo Plaza grounds. Artists will work together to develop a body of work that interprets the
above issues from their individual perspectives while also providing visual connectivity so the exhibit of banners and
accompanying museum exhibition works as a unit. Artists include Joan Webster-yore, Scott Hudson,Pam Echeverria, and
Carol Macomber. These artists have previously collaborated, and each brings a unique perspective that will make the
overall project appealing to many different audiences. Curator Kent Shankle will oversee the project and graphic designer
Chawne Paige will prepare the artwork to be printed on the banners.
Each artist will create 6 original works of art.Their originals as stated above,will be exhibited at WCA,and these works
will be replicated throughout the outdoor Expo on 103 banners.One title banner will also describe the exhibit and give
participants recognition.One work from each artist will be acquired for WCA's permanent collection, and take-away,
interpretive materials will be developed to promote and educate visitors.
Banners typically give decoration to, information about, and draw attention to a particular space. The banners in the
Plaza, however, should be more than decorative - this project has the power to visually push the boundaries of'banners'.
The Plaza is a place where people gather — for Farmers Markets, entertainment, conferences, art shows, community
festivals — and these banners will offer a sense of connectivity between visitors and the rich heritage of the community.
This project will give integrity to the"place"of the Plaza,while also creating a visual element of art.
Timeline/Plan of Action: Artists will begin their creative work in September 2009, designs will go to production February
2010, banners will be installed in May of 2010, the exhibit of banners and the accompanying exhibition of original work at
WCA will open in conjunction with My Waterloo Days festival at the end of May 2010 with a celebration that includes
artist participation in a panel discussion related to the theme of the exhibit. The accompanying exhibition of the original
work installed at WCA will open simultaneously. Interpretive materials will be developed that will include a brochure and
signage discussing the thematic content of banners and original artwork that will be available at both sites. One work from
each of the artists will be acquired for WCA's permanent collection. Both exhibits will remain on view through October of
2010.
The Art and Environment project qualifies for funding under three of Community Foundation's grant making areas: The
project will support the creative arts, encourage citizen participation and enhance local community resources as well as
support conservation of natural resources while educating the public about environmental priorities and issues.
2. Describe expected outcomes. (I-Tow will you know the project has been successful?What will change in the community
as a result of the project?)
The banner exhibition will be highly visible and will attract daily pedestrian traffic, the exhibit may be easily
viewed/enjoyed by people traveling on Highway 218 and Highway 63. Banners will attract new patrons to WCA to view
the original artworks.WCA provides a guest sign in register at the door of the gallery where the exhibit will be installed,
WCA's Public Art Committee members will informally review the success of the exhibit through interviews and
observation.A tally of printed materials taken away by patrons will be kept.
The exhibition will greatly enhance the livability of downtown Waterloo and the public will be educated/informed re:
environmental priorities and issues of which they should be aware
3. Describe tools/strategies for measuring outcomes.(How will success be measured?e.g. Pre-and Post-Tests.)
Attendance numbers will be collected from Market/Expo staff. Traffic numbers along Highways 218 and 63 will be
obtained from Signs by Designs.Informal interviews will be conducted with key people by Public Art Committee members.
A comment book will be available at WCA at the entrance to the gallery. WCA's Public Art Committee will review the
exhibits for success/attendance at their monthly meetings.
C. Targeted Population.

The project satisfies Cedar Valley Promise goals

The Art and Environment project addresses all of the above goals BY modeling positive, responsible behavior,
contributing to the development of life-long/responsible citizens, providing positive opportunities and educating viewers
of all ages through exhibits that teach/model respect for the environment,natural history and sustainability issues .
II. Financial Information
A. How will the funds you are requesting be used? (Please describe in narrative form,and attach detailed Project Budget)
Funds will be used to commission 4 artists to develop thematic artworks with an environmental/natural history theme that
will be exhibited at WCA as well as reproduced on banners to be installed on the new expo grounds in downtown
Waterloo. Artists' designs will be produced by Dynamic Imaging Group into 96— 2' x 6' banners and 8— 2' x 16' banners.
There will be installation costs incurred as well. Printing/program expenses will include the printing of interpretive
materials that includes a brochure and signage on sight at WCA and artist fees for a panel presentation in conjunction with
the opening of the outdoor exhibit on the Expo grounds. One artist who was a longtime resident until recently, will have
travel expenses from New Mexico, the other 3 artists live in Waterloo/Cedar Falls.
