Artist Applicants: Describe yourself:bio,primary disciplines and type of work you create and/or perform,etc. • Organization Applicants:Describe your organization(type of organization,mission and purpose,primary service area and constituents served,number of members,etc.) The Waterloo Center for the Arts is a municipal non-profit institution dedicated to fostering community awareness and appreciation of the arts by acquiring,preserving,exhibiting,and interpreting significant works of art. The Center holds an exceptional permanent collection including the world's largest public collection of Haitian artwork,a Midwest Regionalist collection including works by Grant Wood and Thomas Hart Benton,American Decorative Art and International Folk Art. To serve the community with quality cultural and educational opportunities,the Center also offers a full range of programs including exhibits,educational classes/workshops for all ages,care and display of a significant permanent art collection,special events,ArtHouse Café,Gift Store,and an active volunteer program. The Center also features the Phelps Youth Pavilion,an interactive children's museum where art launches a world of wonder,discovery and learning. Kids of all ages will enjoy milking a life-size cow just as Grant Wood did as a boy,or trying their hand at digital finger painting. In addition to offering a variety of programming for preschool through senior adults,the Center is home to The Waterloo Community Playhouse,Black Hawk Children's Theatre,Municipal Band,and hosts several other meeting and event groups. Themed around Art and Environment,this project's goal is to bring unique public art to the new Expo Plaza and Public Market space in downtown Waterloo, utilizing the expertise/creativity of local artists.The Plaza is an urban space set within in a larger rural area, offering opportunities for art to connect the Cedar Valley community with themes of natural history,agriculture,commerce and environmental stewardship. • Artists Joan Webster-Vore,Scott Hudson, Pam Echeverria,and Carol Macomber will each create 6 original works of art.Their originals will be exhibited at WCA,and also replicated throughout the outdoor Expo on more than 100 banners.Title banners will also describe the exhibit and give participants recognition.Both exhibitions will open during the My Waterloo Days festival,which attracts 150,000 people. One work from each artist will be acquired for WCA's permanent collection,and take-away interpretive materials will be developed to promote and educate visitors. These artists have previously collaborated,and each brings a unique perspective that will make the overall project appealing to many different audiences. Curator Kent Shankle will oversee the project and graphic designer Chawne Paige will prepare the artwork to be printed on the banners.The artists will work together to develop a body of work that interprets and harmoniously connects their individual visions of the abovementioned themes.The banners will represent the Cedar Valley community, its heritage,and its rural/urban connections. Banners typically decorate,provide information,and draw attention to a particular space.This banner installation,however,will be much more than decorative-transcending the boundaries of traditional"banner art".The participating artists are not producing banner designs but are committed to the challenge of creating significant works of art for a larger,cohesive public art project. The Plaza is a place where people gather-for Farmers Markets,entertainment,conferences,art shows,community festivals-and these banners will offer a sense of connectivity between visitors and the rich heritage of the community. They will support the • integrity of the"place"of the Plaza,integrating an artistic visual element. WCA works in partnership with the community to promote appreciation for the arts and provide cultural experiences/opportunities. This project will appeal to all ages,ethnicities,and income levels because of its location and topical environmental connections.The new Plaza has been developed to promote fresh,organic,sustainable crops and to enhance the community livability.This project supports these goals. The target audience for this project is the Cedar Valley community and visitors to the area. There are four unique artists involved in this project to offer diversity in perspective and to invite a dialogue about art and the environment. The collaboration of artists will bring a broader vision for this project. The banner arts location will also create an undeniable viewership because of their size and presence on the Plaza's unique landscape. The Plaza is also located adjacent to Highway 218(Avenue of Saints),Highway 63, Five Sullivan Brothers Convention Center and daily business and consumer traffic. It is in the center of downtown Waterloo's River Renaissance project,which is becoming a tourist and regional event destination with other nearby attractions such as the Phelps Youth Pavilion at WCA and the Sullivan Brothers Veteran's Museum. This project will speak to a larger audience than what a traditional gallery can do. This project meets the specific funding priorities of the IAC because it makes use of high quality Iowa artists and creates an opportunity for collaboration to provide the community with high quality arts experiences. They were specifically chosen for this projected because they have consistently explored related themes in their work,for their reputation for artistic excellence and because they have a history of working collaboratively on community projects.This project also reflects the cultural diversity of the Cedar Valley community through an unconventional art form. And lastly,this project also assists four artists in creating a significant body of new work while exploring approaches and directions in collaboration and delivery of public art. The WCA exhibition will give the public an opportunity to interact with the artists and their works at the opening gallery talk.This talk will be videotaped and shown on Waterloo and Cedar Falls cable access channels to reach more people with its interpretive message. Overall,this exhibition will greatly enhance the livability of downtown Waterloo and the public will be educated about how the community is connected to today's environmental influences. Planning and Implementation(up to 200 words): Describe the planning and process that you will use to achieve the goals you have set.Be sure to address the appropriate Review Criteria(see link below).Include answers to the following: • What planning steps have you gone through or will you go through? • How will you involve individual and community partners in planning and implementing the project to ensure it is successful? • How does your process ensure a successful outcome? • How will you evaluate your project to determine if it has successfully met your goals? The artists were selected by a subcommittee of WCA's Public Art Committee. Beginning August 2009,the artists will meet to develop the conceptual theme of the banners,and then meet regularly through January 2010 to ensure the project remains cohesive. The artwork will then be presented to WCA's Public Art Committee,followed by WCA graphic designer digitally preparing the artwork for production. Production will begin in February,with a final completion date of May 17.The banners will be installed that week,and the exhibits will open on May 27(WCA)and May 28(Expo). The banner exhibition will be highly visible and will attract daily pedestrian traffic and will be easily viewed by people traveling on Highway 218 and Highway 63. The banners will also attract new patrons to WCA to view the original artworks. WCA will track Expo attendance numbers and Highways traffic counts,the Public Art Committee will conduct informal interviews with key constituents,and a comment book will be at the entrance to the WCA gallery exhibition. Additionally,the number of interpretive materials taken by patrons will be tracked(available at Public Market building,Waterloo Convention&Visitors Bureau and Waterloo Center for the Arts). SECTION 2.PROJECT TITLE,PROJECT DATES AND FINAL REPORT.The Project title,project beginning and ending dates(the "Beginning Date and Ending Date"),and the final report due date will be specified in the Grant Award Letter. SECTION 3.GRANTED AMOUNT AND PAYMENT SCHEDULE. a)The amount of the Grant Award awarded by the Council to the Applicant shall be specified in the Grant Award Letter. b)Under no circumstances shall the total amount paid to the Applicant exceed the Grant Award specified in the Grant Award Letter. c)The Council will pay the Applicant the Grant Award on or about the Beginning Date of the Project.Due to unforeseen circumstances and workload of the Council,the Council will not guarantee that the Grant Award check will arrive on or about this date. SECTION 4.IMPLEMENTATION OF PROJECT.The Applicant shall implement the Project substantially as described in the Application. SECTION 5.FINAL REPORT. (Does not apply to the Big Yellow School Bus Grants) a)The Applicant must complete and return a Final Report and unspent Council funds to the Council on forms provided by the Council by the date specified in the Grant Award Letter. b)The Applicant will be placed on an agency-wide funding moratorium if the Final Report and/or unspent Council funds have not been returned to the Council within THIRTY(30)days of the ending date of the Project. c)The Council may initiate legal proceedings for the return of grant funds if the Final Report and/or unspent funds have not been returned to the Council within THIRTY(30)days of the ending date of the Project. SECTION 6.COUNCIL POLICIES,PROCEDURES,GUIDELINES,RULES.The Applicant shall abide by all Council policies, procedures,guidelines and rules as published on the Council's Web site and 222 Iowa Administrative Code and in effect at the Beginning Date of this Contract. SECTION 7.SPECIAL CONDITIONS.No special conditions shall apply to this Contract unless specified in the Grant Award Letter. . r SECTION 8.COMPLIMENTARY ACCESS.The Applicant shall furnish the Council with two complimentary tickets for ticketed events to be used by the Council,or any duly authorized representatives for observation or evaluation purposes.The Council shall confirm use of the complimentary tickets prior to the event. SECTION 9.ACKNOWLEDGEMENT.The Applicant agrees to acknowledge Council support for the project in all signage, program materials,promotion,publicity and advertising activities,and in other printed and electronic forms of communication pertaining to the Project.The following credit line shall be used:Funded in part with a grant from the Iowa Arts Council,a division of the Iowa Department of Cultural Affairs,and the National Endowment for the Arts. SECTION 10.PAYMENTS TO ARTISTS AND PROVIDERS OF SERVICE.The Applicant agrees to pay artists and other providers of services specified in the Application when services are rendered,which can be no later than the Ending Date of the Project, regardless of the date the Grant Award check is received from the Council. SECTION 11.MODIFICATIONS,CANCELATIONS AND EXTENSION REQUESTS. a)The Council requires all substantial modifications to the Application,Project or the Contact be submitted in writing by the Applicant and approved in advance by the Council.Modifications shall mean a substantial change in the scale and scope of the Project,change of address,change to the Beginning and Ending Dates of the Project,change of the Applicant's contact person or project director of the Project,participating artists,etc. b)Written notification is required if the Applicant cancels the Project or if a partially funded Application cannot be completed by the Applicant as described in the Application.The Applicant must return the Grant Award to the Council for all canceled Projects. c)Extensions of the Ending Date may be requested if they occur within the same fiscal year the grant was awarded(July 1 through June 30 of the following year).The IAC does not approve extension requests if the Beginning Date and Ending Date overlap fiscal years. SECTION 12.RECORDS MANAGEMENT.The Applicant agrees to maintain for inspection by the Council,or its duly authorized representatives,all books,documents, papers and records maintained to account for funds expended under the terms and conditions of this Contract for a minimum of three(3)years following the Ending Date of the Project.Applicants receiving $500,000 or more in federal funds must submit an audit report for the year in which the Grant Award is received and expended. SECTION 13.DURATION.This Contract must be completed between the dates specified in the Grant Award Letter. SECTION 14.TERMINATION.This Contract is subject to termination by either party with ten(10)days prior written notice. SECTION 15.INDEPENDENT CONTRACTOR.The Applicant agrees to perform the services specified in the Application and this Contract as an independent contractor. SECTION 16.FULFILLMENT OF AGREEMENT.If the Applicant is unable to fulfill this Contract by virtue of any act or regulation of any public authority,or on the account of any rule or order of any military or civil authority,or on account of any war or other national or state-declared emergency,or because of labor strike,riot,epidemic,act of God,or any similar cause beyond his or her control,the Applicant shall be excused from performance of the terms of this Agreement to the extent such performance is prevented.In such an event the Applicant shall promptly return to the Council any unexpended or unobligated portions of payments specified in the Grant Award Letter. SECTION 17.INDEMNIFICATION CLAUSE.The Applicant agrees to hold harmless,indemnify and defend the Council and its officers,directors,panelists,and employees from and against any and all damages,actions,causes of action, losses,injuries, liabilities, royalties,claims or other payments relating in any way to the terms and obligations of this Contract. SECTION 18.ASSIGNMENTS.This Contract may not be assigned or transferred by either party to this agreement without prior written consent of the other party. In recent years she has been particularly intrigued by the ever-changing surface of water which has often been documented in her drawings and paintings. Her fiber work incorporates both traditional and nontraditional techniques. Public Art can serve many different rotes such as enhancing a space, creating an environment, provoking ideas and/or underlining the role of the space, to name a few. Ultimately what it should do is participate in providing a bigger experience. The public art projects I have worked on have reinforced my desire to provide art for public space that is in harmony with the space and it's ideology. Not only do I feet Public Art needs to aesthetically compliment the place in which it exists but also bring something extra that adds to the overall visual experience. Public Art often brings together many creative people, it is important that artists/architects/designers are able to communicate and work together collectively to create an experience that is greater than it's parts. Collaborating/building off of one anothers ideas provides many more possibilities. The nature of Public Art demands that the artist listen and be sensitive to the desires of the client/s. When working with clients I try to take into consideration all of their wishes and concerns as the ideas are developed and try to give many visual explanations in order to provide a clear understanding of the proposed project. I am also aware that when working with a committee quite often members want to explore different directions within a concept. I am very willing to work and re-work a proposal until it is mutually acceptable. As an artist, coming from a strong drawing and textile background, one of my strengths is my ability to work in a variety of media and in a variety of scale. Typically the ideas I work with dictate the materials I use to create the work. In the area of Public Art this gives me more possibilities in how I approach and resolve a given project. In addition to creating her own work, she also enjoys sharing her experience and skills with students of all ages. As an artist listed in the Iowa Arts Council's peer-reviewed Arts in Education Artists Roster, Joan demonstrates and assists students in their development of technique and aesthetics. She often employs collaborative methods where students work on large-scale soft sculptures. Bio: Joan taught as adjunct instructor at the University of Northern Iowa for over twelve years. She received her BFA with emphasis in drawing and sculpture, MA with emphasis in textile design and MFA with emphasis in design from the University of Iowa. The theme of the project is Art and Environment and will address issues related to the environment, natural history and sustainability. These issues are top of mind in our local community as well as the larger national community. The Expo Grounds and the Public Market have been developed to promote fresh, organic, sustainable crops and enhance the livability of our community, and this banner project will dovetail with and promote all of these goals. The Waterloo Center for the Arts has a strong tradition of being a leader in providing programs and opportunities for both artists and the community, making the Center well positioned to facilitate this project. This project also correlates directly with the Center's mission to work in partnership with the community to build a stronger appreciation for the arts and to provide cultural experiences for people of all ages.
