EDA GRANT APPLICATION
MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is between the City of Waterloo, Iowa, (City), and the Iowa
Northland Regional Council of Governments, (INRCOG).
WHEREAS, City wishes to engage INRCOG's grant writing and technical assistance services
for the following project:
Type of Grant: Department of Commerce, Economic Development Administration(EDA)
Grant Request: $8,175,000 est. (Total Project Cost estimated at $10,900,000)
Project Description: Waterloo Storm Water Lift Station Project
Grant Writing & Technical Assistance Fee: Not to Exceed $15,000
Charges for grant writing,certain administration and technical assistance for the project shall be
based upon a contract to be executed between the City and INRCOG after City has been awarded
the above grant. Costs shall be based on actual costs incurred not exceed $15,000.00 over a three-
year contract. If the project exceeds three years in length, the Mayor of Waterloo and the Executive
Director of INRCOG will negotiate an amended contract to cover additional project costs, as
needed.
IN WITNESS WHEREOF, IRCOG and the City have executed this Memorandum of
Understanding as of this /lS day of May, 2009.
