GRAND TOTAL Enter the sum of Items 1 and 2 (parts (a)through (g)) in this Item GRAND TOTAL RELOCATION EXPENSES o.00 EXHIBIT A.1 Waterloo Project EXHIBIT A.1 Investment (Project) Region The Waterloo Storm Water Lift Stations Project (hereafter Project) benefits the City of Waterloo, Iowa and particularly several business districts and surrounding areas that were affected by the inability of the existing system to handle the storm waters from the 2008 flooding. With flooding reaching record levels during 2008, the storm sewer outlets into the Cedar River, which normally handle runoff, were required to be closed to avoid the flood from backing up through the outlets. If left open, water would have flowed through the outlets from the river into the City. Unfortunately, when the outlets were closed, the normal system that evacuates water from the storm sewer system into the river ceases, causing the storm sewer to flood into the various areas proposed to be covered by this project. Attached is a map showing the location of the proposed lift stations. Also attached is an informational brochure prepared by the City describing the areas affected in more detail. As a result, significant impact on businesses within the areas affected was experienced. In addition, the backup of water created transportation disruptions within the City that limited the ability of people to use normal routes, thus affecting the entire business community, even those not directly flooded. Waterloo is located within the area covered by Presidential Disaster declaration, FEMA- 1737-DR, 1763-DR. EXHIBIT A.2 Waterloo Project EXHIBIT A.2 Investment (Project) Description The Project consists of installation of five (5) storm water lift stations that would have the capacity to pump water from the City's storm sewer system into the Cedar River(over the existing levees) in times where the existing system is unable to keep up with the runoff and during times when, like 2008, the inlets into the Cedar River that normally carry the runoff are closed due to river levels. The pumps will have the capacity to pump water levels consistent with the 100-year frequency storm, thus eliminating or significantly reducing the flooding in the areas. Specific economic benefits of the Project include: a) Blowers Creek Station. During the 2008 flood over fifty (50) businesses in the Blowers Creek area were affected by flooding resulting in approximately $1M in damages. These businesses employ approximately 450 employees. b) Virden St. Station. During the 2008 flood over thirty (30) businesses in the Virden St. area were affected by flooding resulting in approximately $2M in damages. These businesses employ approximately 700 employees. c) Vinton/18th St. Station. During the 2008 flood over seventy (70) businesses in the Vinton/18th St. area were affected by flooding resulting in approximately $7.2M in damages. These businesses employ approximately 400 employees. This area is the Rath Brownfield area that EDA has previously provided funding for. d) Westfield Ave. Station. During the 2008 flood over thirty (30) businesses in the Westfield Ave. area were affected by flooding resulting in approximately $2M in damages. These businesses employ approximately 1,500 employees. e) Dry Run Creek Station. During the 2008 flood over two hundred (200) businesses in the Dry Run Creek area were affected by flooding resulting in approximately $4M in damages. These businesses employ approximately 2,500 employees. EXHIBIT A.3 Waterloo Project EXHIBIT A.3 Economic Development Needs The City of Waterloo is currently recovering from the flooding of 2008 as well as experiencing the economic downturn of the entire nation. FEMA awarded Waterloo over $3.4M in Public Assistance awards following the 2008 disasters. Of that amount, $1.8M was for Emergency Protective measures and Debris Removal, and $1.6M was for Permanent Repairs. Significant numbers of businesses were inundated with water. Although the levee system constructed between 1972 and 1985 performed its function and maintained the flood waters within the levee system, for the most part, the record flood levels created problems due to the fact that the normal storm sewer drainage system was closed due to the river level, causing water that would normally have escaped into the river, to back up into businesses and neighborhoods. Temporary pumps were borrowed from Deere & Co. but were inadequate to keep up with the rising water. Five areas targeted by this Project were significantly impacted, including the Rath Brownfield area, where businesses suffered millions of dollars in losses due to flooding. This area was previously improved through an EDA grant and has developed into a successful business area. Concern from the area businesses, in the Rath area, as well as the other areas targeted by this proposal, have asked the City how it intends to deal with the possibility of future flooding. Development of additional businesses in the areas depends, in large part, upon the business community's satisfaction that the problems are being corrected. The City is aware of at least one business in the impacted areas that would likely expand if it had assurances that the flooding issue has been dealt with. Significant potential for additional development also exists from other businesses. Additional detail is provided in the City of Waterloo Storm Water Lift Station Project Overview attached to the Application. EXHIBIT A.4 Waterloo Project EXHIBIT A.4 Investment (Project) Impact and Fit With EDA Funding Priorities The Project consists of infrastructure improvements directly aligned with the purpose of the Second Supplemental Appropriations Disaster Relief Opportunity. The damages to the businesses of Waterloo resulting from the storm water backup and inability of the existing system to handle the flow will be substantially alleviated through implementation of this project. The City estimates that at least 380 businesses were directly affected in areas that will be covered by this project. Additional numbers of businesses will be indirectly benefited, as well as a number of residential areas. This Project fits within the EDA Funding Priorities as outlined in the Second Supplemental Appropriations Disaster Relief Opportunity FFO. The funding priorities outlined are: 1. Investments in support of long-term, coordinated and collaborative regional economic development strategies: a) Waterloo is the largest incorporated city in Black Hawk and surrounding counties and serves as a major regional business hub for residents and businesses in that region. Protection of the businesses within the project areas is a significant benefit to the City of Waterloo and surrounding areas in that the continued ability of businesses to operate, even during times of disaster such as the flooding of 2008, is important to the entire community and region. b) The Project has the support of the City, its government and its citizens. This Project is a significant addition to the protection provided by the levee system in Waterloo, which represents a$43M federal investment through the Corp of Engineers. This project adds additional protection to important inner city business areas and will provide protection for much of the business damage that arises during flooding events. 2. Investments that support innovation and competitiveness: a) The 380 businesses directly impacted by this project are large and small and cover the breadth of retail, commercial and industrial establishments in Waterloo. b) Transportation infrastructure that is vital to commerce within the City will be provided additional protection from flood events allowing employees, customers and suppliers access to businesses. c) Additional flood protection will encourage location and expansion of businesses within the designated areas. Many of these businesses are those in EXHIBIT A.4 Waterloo Project symbiotic relationships with companies such as Deere & Co. and are vital to the local economy. 3. Encourage Entrepreneurship. a) Many of the businesses directly impacted by flood waters are small businesses that are owned and run by entrepreneurs. The protected areas also contain many opportunities at rental rates commensurate with entrepreneurial start-up businesses. EXHIBIT M.8 EXHIBIT M.8 Environmental Requirements The Project will involve construction and installation of storm water lift stations at 5 sites in the City where existing storm sewer capacity was exceeded by the flood of 2008, both because of the amount of rain and drainage and because river levels required the closure of storm sewer outlets into the river, the normal method of removal of storm water discharge from city streets. Preliminary review by City engineering staff has revealed the probable need for the following permits, in connection with the Project: 1. US Army Corps of Engineers (Clean Water Act) 2. Iowa Department of Natural Resources 3. Iowa SHPO §104 compliance (possible) As construction will take place outside the existing levee system (dry side), it is anticipated that Corp of Engineers and IDNR approval will be obtained without significant impact or delay in the project.
