Notice of Intent Information Type of Project: Disaster Mitigation and/or Local Infrastructure )14 , 9-40 C - Project information: Residential Lift Stations, applicant is City of Waterloo Contact Information: Noel Anderson, Community Planning & Development Director Brief Description of Project, Including Total Project Cost: The project is the construction and/or upgrading of three residential Lift Stations in the City of Waterloo: Cedar Bend, Fletcher, and Hollywood. The lift stations serve residential areas within the City of Waterloo that were inundated with storm water due to the 2008 flood event. The lift stations will allow for the pumping of water out of these residential areas when the higher floodwaters exist on the Cedar River and Black Hawk Creek. The expenditure of $5.7 million for these lift stations will save over $17 million in damages per event. Expected amount of funding to be requested: $4,275,000 Expected application date: August 3, 2009 Other sources of funds and amounts: The City of Waterloo is applying for CDBG Infrastructure funds for these lift stations as well. Other local funds such as sewer and bond funds would be used to match the funding made available through this grant. As the City of Waterloo is looking at a total of 8 lift stations (5 business area and 3 residential lift stations), we are requesting the maximum 75% match for this project. Type of Project: Disaster Mitigation and/or Local Infrastructure Project information: New Public Works Buildirg Contact Information: Noel Anderson, Community Planning & Development Director Brief Description of Project, Including Total Project Cost: In the midst of the 2008 disaster event, the City of Waterloo had to switch sites for sandbagging, equipment distribution and storage, and other disaster-related activities due to the inaccessibility to the current Street Department and Central Garage. The streets surrounding these structures were flooded, arid would not be covered by any of the proposed lift stations. The new Public Works building would be built upon a cleaned-up Brownfield site, located in close proximity to City Hall and Downtown Waterloo. The immediate impact would be a new building that would allow for disaster coordination from a central site for many necessary services during a disaster, the long-term impact would be the coordination of services to ensure greater efficiency of personnel, equipment, and recovery of a blighted site. This first phase of the project would consist of acquisition and rehabilitation or new construction, at $4 million. Expected amount of funding to be requested: $3,000,000 Expected application date: August 3, 2009 Other sources of funds and amounts: The City of Waterloo would match any grant funds with bond funds or other State and/or Federal funds eligible for building and site reclamation. Type of Project: Disaster Mitigation and/or Local Infrastructure Project information: Elevated Easton Avenue Contact Information: Noel Anderson, Community Planning & Development Director Brief Description of Project, Including Total Project Cost: Easton Avenue is the sole source of entrance for the City of Waterloo Wastewater Treatment Plant, and frequently floods during events. In the 2008 Disaster Event, several staff and supplies were left by boat to perform the necessary duties at the Plant, but were unable to leave due to rapid flood waters, etc. The roac is located within the 500-year bypass channel of the floodplain for this area, but it partial elevation would still allow for access during most events. The elevation of the road is estimated at $2.8 million. Expected amount of funding to be requested: $2.1 million Expected application date: August 3, 2009 Other sources of funds and amounts: The City of Waterloo would match any grant funds with bond, sewer, and local option funds for the elevation of this critical roadway. Type of Project: Disaster Mitigation and/or Local Infrastructure Project information: Riverfront Stadium flood control protection system Contact Information: Noel Anderson, Community Planning & Development Director Brief Description of Project, Including Total Project Cost: The City of Waterloo and FEMA have recently invested hundreds of thousands of dollars in the repair and renovation of the Riverfront Stadium, just northwest of Downtown Waterloo. The stadium is home to the Waterloo Bucks Baseball, and provides for entertainment for our citizenry, as well as a centerpiece of a larger sports complex of smaller diamonds for youth, etc. The 2008 disaster event flooded the stadium, causing irreparable harm to the home season of the Bucks, and large amounts of damage to the stadium structure, offices, fields, etc. The stadium is located within the Floodway of the Cedar River, but primarily receives backflow waters. Our Engineering consultants believe a flood control levee system could prevent further flooding from occurring at the site, without causing and damages, elevations, or changes to the capacity or conveyance of the normal river channel. The levee is estimated at $1.0 million.
