Photogrammetric Consulting Services
INTRODUCTION
Dan Corbin, Inc. (DCI) has the expertise to provide photogrammetric consulting
services for The City of Waterloo 2007 Digital Terrain Model (DTM) Mapping
Project. The City of Waterloo Engineering Department wishes to retain the
services of DCI to provide such consultation services.
In mutual consideration of the promise set forth in this agreement, it is agreed as
follows:
PURPOSE
The purpose of this contract is to provide professional Photogrammetric
Consulting Services to The City of Waterloo Engineering Department as they
procure new city wide DTM mapping products. The DTM will be produced from
spring of 2007 aerial LiDAR flights flown in conjunction with the Black Hawk
County Assessor's 2007 Digital Orthophotography Project.
SCOPE OF SERVICES
The Black Hawk County Assessor has contracted with Kucera International of
Willoughby, Ohio to provide new (2007) color aerial photography and digital
orthophotography of Black Hawk County and the municipalities located within the
County. In addition to the aerial photography flights, Kucera will be contracting
with the City of Waterloo to providing a LiDAR flight of Waterloo from which a
digital elevation/terrain model (DTM) with 2ft contour accuracy will be produced.
DCI will be performing an independent accuracy verification of the digital terrain
model produced by Kucera International for the City of Waterloo.
DCI will use the National Standard for Spatial Data Accuracy (NSSDA) to
measure and report the horizontal and vertical positional accuracy of the final
digital terrain model. The NSSDA provides a step-by-step approach and sound
statistical methods for measuring and reporting the positional accuracy of digital
spatial data.
Briefly, the steps in applying the NSSDA are:
1. Select a set of test points from the data set being
evaluated.
2. Select an independent data set of higher accuracy that
corresponds to the data set being tested.

3. Collect measurements from identical points from each of
those two sources.
4. Calculate a positional accuracy statistic using the NSSDA
horizontal accuracy statistic worksheet.
5. Calculate a positional accuracy statistic using the NSSDA
vertical accuracy statistic worksheet.
6. Prepare a horizontal and vertical accuracy statement in a
standardized report form.
A data set's accuracy is tested by comparing the coordinates of points within the
data set (Digital Terrain Model) to the coordinates of the same points from an
independent data set of greater accuracy. Points used for this comparison must
be well-defined. A minimum of twenty test points are required to conduct a
statistically significant accuracy evaluation of any given area.
The mapping extents for the City of Waterloo will be divided into three areas for
testing with 20 test points per area for a total of 60 test points. Two different NSSDA
geometric accuracy tests will be performed. The horizontal accuracy will be tested to
meet 3.0ft at the 95% confidence level and the vertical accuracy will be tested to
meet 1.0ft at the 95% confidence level. In order to meet the NSSDA requirements;
field surveyed photo-identifiable test points will be utilized. A separate accuracy
statement will be prepared for each accuracy test.
DCI will prepare a NSSDA horizontal accuracy statement and a NSSDA vertical
accuracy statement for review by the City of Waterloo prior to final acceptance of
the deliverables and final payment to the mapping vendor.
Kucera International is providing a DTM Pilot Project for review and acceptance
by the City of Waterloo. DCI will assist The City of Waterloo with the review of
the DTM Pilot Project.
Project Cost $ 11,137
Optional Services (if requested)
DCI will provide the materials and labor to target the existing ground control
stations requested by Kucera International for the DTM mapping. The targets will
be placed prior to the spring of 2007 flights and removed after notification.

TERMS AND CONDITIONS
The services performed for this project will be invoiced as the work is completed.
The costs provided in this contract are good faith estimates. DCI will not exceed
these costs without previous consent from The City of Waterloo Engineer. In the
event the scope of service does change and require additional work; all
additional work will be invoiced at an hourly rate of$108 per hour.
Payment terms are as follows: Net 15 days - 1.5% per month on all accounts
over 30 days unless otherwise specified by the Client at the time of contract.
DESIGNATION OF OFFICIALS
The City of Waterloo Engineer-The City of Waterloo Engineer is the official
authorized to execute any change in the terms, conditions or amounts specified
in this contract.
DCI-Dan Corbin, President of DCI is the contractor official authorized to execute
any changes in the terms, conditions or amounts specified in this contract.
LIMITATION OF DAMAGES
In the event of the breach of this Agreement by either party, it's agents or
employees, or any claim of damages by one party against the other, based on
any legal or equitable claim, the parties agree that the amount of damages that
may be recovered by any party shall be limited to a sum no greater than the total
amount of the payments to be made pursuant to this Agreement.
TERMINATION CLAUSE
Either party assigned hereto shall have the authority to terminate this contract, by
notifying the other party by registered mail within thirty (30) days of the effective
termination date. DCI will be paid for the time provided and expenses incurred
up to the termination date.
SAVING CLAUSE
Should any provisions of this contract be deemed unenforceable by a court of
law, all of the other provisions shall remain in effect.
