PROPOSAL TO PROVIDE SECURITY FOR CITY PARKING RAMPS
AND SURROUNDING ADJACENT AREAS FOR
THE CITY OF WATERLOO, IOWA
REQUEST FOR BID PROPOSALS
The undersigned being a corporation existing under the laws of
the State of Iowa; a partnership consisting of the following
partners : , or an individual doing
business as , being fully familiar
with the specifications affecting the cost of this service,
(hereinafter "Contractor" ) hereby offers to furnish said service
to the City of Waterloo, (hereinafter "City" ) , City Clerk' s
Office, 715 Mulberry Street, Waterloo, Iowa.
SUBMISSION OF BID PROPOSALS
Sealed bid proposals shall be received by City at the City Clerk' s
Office, 715 Mulberry Street, Waterloo, Iowa 50703 , until noon, on
the 1st day of June 2007 . Any bid proposal submitted after the
specified time shall be rejected.
SCOPE OF SERVICES
1 . General
Contractor shall be responsible for providing security in and
around the E. 5th Street Ramp, E. Park Avenue Ramp, West Side
Parking Ramps and the Fourth Street Bridge Walkway currently
owned and operated by City. Said service shall generally
include, but not be limited to a person to walk the ramps,
and surrounding adjacent areas as well as the common traveled
routes to and from said ramps, checking for suspicious
persons and/or activities, and checking and insuring that all
storage areas, cashier booths and offices are properly
secured. Contractor shall further check all stairways and
elevators and, upon request of ramp patron, escort said
patron to and from said facilities.
2 . Hours of Operation
Contractor shall provide one (1) person with one (1) mobile
phone, said person attired in a uniform style shirt with
security officer patches/badges and dark trousers to walk
through and between the following ramps on the days and times
indicated:

A. E. 5th Street Ramp: Between 8 : 00 p.m. and 12 : 00
midnight, seven (7) days per week; and
B. E. Park Avenue Ramp: Between 8 : 00 p.m. and 12 : 00
midnight, seven (7) days per week; and
C. West Side Parking Ramp (s) : Between 10 : 00 p.m. and
12 : 00 midnight, seven (7) days per week.
Said patrol shall be intermittent and random during the hours
specified herein. Contractor shall keep a daily log
indicating said times that each ramp was patrolled, the
purpose being for City' s reference and billing purposes,
among others . The daily log shall be submitted with the
monthly billing.
3 . Duties
Contractor' s duties shall include, but not to be limited to
the following:
A. Entering each ramp during the times specified herein,
and covering the entire ramp, in order to fully perform
its duties;
B. Note any suspicious activity and take action, as deemed
appropriate and necessary;
C. The blocks immediately surrounding said ramps shall be
patrolled as well as the common traveled routes to and
from said ramps, including the Fourth Street Bridge
Walkway; and
D. Immediately report to appropriate law enforcement,
including the Waterloo Police Department, any crime
occurring in the areas for which Contractor is
responsible. Contractor shall further report to the
City Clerk by the next business day after the
occurrence of said crime (s) about any crimes occurring
in the area for which it is providing security. Said
report shall further be communicated to parking
maintenance personnel in order that they may take care
of any damage to any ramp property.
4 . Financial Responsibility
Contractor shall provide to City proof of certificate of
insurance naming the city of Waterloo as additional insured,
including liability coverage in an amount not less than Five
Million Dollars ($5, 000, 000) and Worker' s Compensation as
required by law.

5 . Supervision
Contractor shall have a supervisor accessible to City at all
times of operation. Contractor shall also designate an
administrative contact person who shall be the one
responsible for all communication and correspondence.
6 . Contract Length
This Agreement shall be valid for two years, renewable for an
additional year if the parties can reach mutual agreement on
the terms . Services are to commence on July 1, 2007 . City
reserves the right to adjust the contract hours by providing
at least seven (7) days written notice to Contractor of said
intent. If this right is exercised, the remaining portion of
this Agreement shall remain in full force and effect until
the termination of this Agreement which shall be the 30th day
of June 2009 .
7 . Communication
All written communication shall be to Nancy Eckert, City
Clerk, at 715 Mulberry Street, Waterloo, Iowa, 50703 , or if
by telephone to (319) 291-4323 .
8 . Cancellation
This Agreement may be canceled by City by providing written
notice of said intent at least thirty (30) days prior to said
cancellation. This Agreement may also be canceled in the
event any of the provisions of this Agreement are unfulfilled
by Contractor.
9 . Modification
No provision of this Agreement may be modified unless there
is written mutual agreement between the parties .
10 . Assignment
There shall be no assignment of this Agreement without prior
written approval of City.
GENERAL REQUIREMENTS FOR SUBMISSION OF BID PROPOSALS
All bid proposals must be submitted to the City Clerk' s Office in
a sealed envelope clearly marked as follows :
"BID PROPOSAL FOR SECURITY FOR CITY RAMPS AND SURROUNDING ADJACENT
AREAS FOR THE CITY OF WATERLOO, IOWA" .

The name of the business submitting the bid proposal must also be
clearly marked on the envelope .
All bid proposals must meet or exceed minimum specifications as
previously defined. Bid proposals that do not meet or exceed the
minimum specifications, as determined by the City, shall be
rejected.
All bid proposal prices, upon submission by bidder, are recognized
by the City and vendor tc be irrevocable for thirty (30) days .
The bidder shall specify any deviations that he/she proposes from
the above specifications in the same sequence as stated in said
specifications . By attachment, the listed deviations become a
part of this bid.
The City of Waterloo, Iowa, reserves the right to reject any and
all bid proposals, or any and all parts of a bid proposal .
Upon acceptance of the bid proposal by the Waterloo City Council,
a purchase order mailed, telegraphed or delivered to the
undersigned vendor which is accompanied by a copy of this proposal
bearing the Mayor' s signature shall constitute acceptance of the
bid proposal and, therefore, be a legal binding agreement.
OPENING AND ACCEPTANCE OF BID PROPOSALS
Sealed bid proposals will be opened and read at 1 : 30 p.m. on the
1st day of June 2007, in the Council Chambers, City Hall, 715
Mulberry Street, Waterloo, Iowa, and all bidders understand that
they may be in attendance at the bid proposal opening.
Bid proposals will be acted on by the Waterloo City Council at
their next regularly scheduled meeting or at a later time which
shall then be established.
PAYMENT PROCEDURE
Payments to the Contractor shall be made on a monthly basis .
Payments will be made within fifteen (15) days of the submittal of
an invoice for the actual hours provided by the Contractor. The
statement should include number of hours being billed and hourly
rate . Invoices shall be mailed to: City Clerk' s Office, City of
Waterloo, 715 Mulberry Street, Waterloo, Iowa, 50703 .
