AN ORDINANCE AMENDING CHAPTER 16, GARBAGE AND REFUSE, OF THE
CODE OF ORDINANCES OF THE CITY OF WATERLOO, IOWA, BY REPEALING
SUBSECTIONS (a) , (d) AND (e) OF SECTION 16-8, FEE FOR SERVICE;
PENALTY FOR LATE PAYMENT; REIMBURSEMENT, AND ENACTING IN LIEU
THEREOF NEW SUBSECTIONS (a) , (d) AND (e) TO SECTION 16-8, FEE
FOR SERVICE; PENALTY FOR LATE PAYMENT; UNPAID ASSESSMENTS
CERTIFIED TO TAXES; REIMBURSEMENT.
BE IT ORDAINED by the City Council of the City of. Waterloo, Iowa:
That Subsections (a) , (d) and (e) of Section 16-8, Fee for service;
penalty for late payment; reimbursement, of Chapter 16, Garbage and Refuse,
of the Code of Ordinances of the City of Waterloo, Iowa, are hereby repealed
in their entirety; that new Subsections (a) , (d) and (e) of Section 16-8,
Fee for service; penalty for late payment; unpaid assessments certified to
taxes; reimbursement, of Chapter 16, Garbage and Refuse, of the Code of
Ordinances of the City of Waterloo, Iowa, are hereby enacted in lieu
thereof as follows:

(a) The expense of the garbage and refuse service shall become a charge
against the owner or occupant of every dwelling unit in the sum of three
and 30/100 dollars ($3.30) per month.
(d) The council shall assess the unpaid garbage and refuse service
assessments against the lots and parcels of land and the owners thereof,
as far as known, which assessment shall be made by a resolution adopted
by the council, and it shall be the duty of the city clerk to certify the
assessments to the county auditor, to be placed upon the tax books and
collected together with interest and penalty, in the same manner as other
unpaid taxes.
(e) All fees collected shall he reimbursed for a dwelling unit with an
annual gross income of less than seven thousand dollars ($7,000.00) ;
reimbursement shall be applied for by filing an application with the city
finance director on or before the fifteenth day of April of each year on
forms to be made available by the city finance director.
