IT ORDeINeD by the City Council of the city of Waterloo, Iowa;
Section 1.
That Subsection 19.1, motorized Bicycle or Motor BiOycle, is hereby
added to eeetiee 3, Werde arid ehraeee Defined, el Lea Treiiic ereinaece,
as follows;
19.1. MOTORIZED BICYCLE or MOTOR BICYCLE means a motor vehicle
having e eedele or a sust for Lne use of a rider and desieeed to travel
on not more then three wheels in contact with the ground, with an engine
hevine dieplecemeet no ‘jreiater then fifty cubic centimeters and not
capable of operating at a speed in excess of twenty-five miles per hour
on level yeeued uneeeieeed by human power.
Section 2.
That aectton 8 , Opereteon of eetorcyelee, of the Traffic Ordlhancioo IS
hereby repealed in its entirety; that new Section 85, Operation of
motorcycles and motorieed Bicycles, of the Traffic Ordinance, is hereby
enacted in lieu thereof as fellows:
SEC. 35. OPERATION OF NYFORCYCLES AND MOTORIZeU BICYCLES.
I. General. Tee motor vehicle laws apply. oo toe epee:eters of motor-
cycles and motorized bicycles to the extent practically applicable.
2. Riders.
a, motorized bicycles. A person operating a motorized bicycle
on the eighwaye shall not carry enyeother person on the vehicle.
b. Motorcycles. A person shall not operate or ride a motor-
cycle on the hignwys with another per on on the motercycle unless
the motorcycle is designed to carry more than one person. The
additional passenger may ride upon the permanent and regular seat
if designed for two persons, or upon another seat firmly attached
to the motorcycle et the rear of tne operator. Tee motorcycle shall
be equipped with footrests for the pessenger unless the passenger
is riding in a sidecar or enclosed co. The motorcycle operator
shall not carry any person nor shall tiny other person wide in a
position that will interfere with the operation or control of the
motorcycle or the view of the operator.
3. Sitting position. A person operating motorcycle or motorized
bicycle shall ride only upon the vehicle's permanent and regular attached
set. every person riding upon 'Lhe vehicle shell be sitting astride the
seat, facing forward with one legion either side of the vehicle.
4. Use of traffic leneu. Persons shall not operate motorcycles or ;1..otoric
motorized bicycles more than two abreast in a single lane. Except for taC;)
persons operating such vehicles two abreast, motor vehicle shall not be
operated in a manner depriving a motorcycle or motorized bicycle operator
of tee full use of a lane. i motorcycle or motoried bicycle shall Oct be
operated between lanes of traffic or between adjeceet lines or rows of
vehicles. The operator of a motorcycle or motorized bicycle shall not
overtake and pass in the same lane occupied by the vehicle being overtaken 4
unless the vehicle being overtaken is a motorcycle or motoriaed bicycle.
5. Headlights on. A person shall not operate a 1977 or later model
year motorcycle or any model yeer motorized bicycle upon the highways
without displaying at least one lighted headlamp. However, this subsection
is subject to the exceptions with respect to parked vehicles es provided
in this code.
6. Packeges. The operator of a motorcycle or motorized bicycle shall
nut c(rry any package, bundle, or other article which prevents the operator
free keeping both hands on the handlebars.

7. Hendlebars. It person shall not operete a motorcycle or motorized
bicycle with handlebars ,lore than fifteen inches in height above that
portion of the seat occupied by the operator.
e. Prades. The provisions of this section do not apply to motor-
cycles or motorized bicycles when used in a parade authorized by proper
permit from loccl authorities.
