AN ORDINANCE AMENDING CITY ORDINANCE NO. 1971 OF
WATERLOO, IOWA, AS AMENDED, BY REPEALING IN ITS
ENTIRETY SECTION 102 OF ARTICLE I "ELIGIBILITY",
AND ENACTING IN LIEU THEREOF A NEW SECTION 102
OF ARTICLE I "ELIGIBILITY".
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA:
That all of Section 102 of Article I of City Ordinance No. 1971 of Waterloo, Iowa,
as amended, which reads as follows, be, and the same is hereby repealed in its
entirety:
Section 102 of Article I -
An applicant for a Certificate of Competency shall be a natural person at least
twenty-one years of age and of good moral character.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA:
That new Section 102 of Article I of City Ordinance No. 1971 of Waterloo, Iowa, as
amended, be, and the same is hereby enacted in lieu thereof:
Section 102 of Article I - Eligibility
(a) Applicants for Certificates of Competency must be able to read and write and
shall be examined as to their knowledge of the requirements of this Ordinance,
their ability to read blueprints and specifications, and to lay out heating and
air conditioning work in accordance with ordinance requirements. Also their ability
to estimate from plans and specifications the quantity and kind of materials re-
quired to do heating and air conditioning in accordance with this Ordinance.
(b) Applicants for Journeyman Heating and Air Conditioning Licenses must be able
to read and write and shall be examined as to their knowledge of the requirements
of this Ordinance, their ability to read blueprints, and do simple mechanical
drawing and mathematical problems, and their mechanical ability to perform heating
and air conditioning work. They shall have had at least two years of practical
experience under the supervision of a licensed Journeyman Heating and Air Condi-
tioning Person or shall have served not less than two years apprenticeship at the
heating and air conditioning trade.
(c) An Apprentice shall first register with the Heating Inspector of the City of
Waterloo, the fee for which shall be $5.00. This registration shall expire the
30th day of June each year, and may be renewed on expiration by the payment of an
annual renewal fee of $5.00.
(d) All Journeymen doing heating and air conditioning work in the City of Waterloo
under City Ordinance No. 1971 of Waterloo, Iowa, as amended, for a certified firm
or corporation, shall apply to the Heating Inspector for an individual Journeyman
Heating and Air Conditioning License (classification shall be "wet" and/or "dry") .
Said license shall have an annual fee of $10.00, and shall be renewed before July
1st of each year or the Journeyman shall be required to take a test.
(e) Application for Journeyman Heating and Air Conditioning examination and City
License shall be accompanied by a fee of $20.00 which will entitle applicant to
one examination. If qualified, a City Journeyman Heating and Air Conditioning
License will be issued to said applicant at no additional cost.
(f) Any person who, prior to the effective date of this Ordinance, has been en-
gaged by a firm or corporation holding a Certificate of Competency to do work in
the City of Waterloo, Iowa, shall, upon request to the Heating Inspector, be issued
a Journeyman Heating and Air Conditioning License upon payment of the annual fee,
and shall not be required to submit to the examination.
(g) Owner-Occupant of a single family dwelling performing his own heating and/or
air conditioning work shall be exempt from the requirements of this Section.

(h) It shall be unlawful for any person to lend his license, or to borrow the
license of another person, nor shall any person offer to assume the responsibility
of another person's work when such person's work would require him to be licensed
under the provisions of this Ordinance.
(i) A Journeyman Heating and Air Conditioning License or a Certificate of
Competency may be revoked for cause by the Heating Board after a hearing by said
Board, upon a written notice served upon the person in whose name said License or
Certificate is issued, not less than 10 days prior to the date of hearing, stating
the time and place thereof and the grounds for such hearing.
(j) This Ordinance shall become effective on the first day of July, 1981, after
its publication as required by the laws of this City and State.
