BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WATERLOO , IOWA : That Section 309 , Prohibited Parking During Snow Emergency , is hereby added to Ordinance No. 2644, known as the Traffic Ordinance , as follows : SEC . 309 . PROHIBITED PARKING DURING SNOW EMERGENCY . No person shall park , abandon or leave unattended any vehicle upon any public street , alley or City-owned off-street parking area during a snow emergency , except for that parking allowed pursuant to Subsection 2 hereof. The Mayor shall issue notice of a snow emergency . A snow emergency parking ban shall continue from its proclamation through the duration of the snow or ice storm and until the Mayor issues notice that the snow emergency is at an end . The public will be notified via local radio, television and- newspaper when a snow emergency begins and ends . 1 . The ban upon parking shall be of uniform application and shall provide an expedient system for removal of snow and ice upon the streets of the City . All "No Parking This Side" parking regulations where parking is allowed on one side only shall be suspended during a snow emergency . This section shall not be construed as suspending parking limitations or restrictions imposed by any section of any other chapter of this ordinance except those referred to herein . 2. When a snow emergency is declared , 'ehicles shall be parked as follows : On the odd-numbered days of the month , vehicles shall be parked on the side of the street where the buildings have odd numbers ; On the even-numbered days of the month , vehicles shall be parked on the side of the street where the buildings have even numbers . 3 . The requirements herein with regard to the placement of vehicles shall be effective as of 8 : 00 A .M. on each day the snow emergency is in effect . These parking regulations shall be effective until 8 : 00 A.M. of the day immediately following that day upon which the Mayor announces that the snow emergency is at an end. 4. Special Penalty . Anyone violating this parking ban shall he fined $5 . 00 and the vehicle in violation shall be towed away at the expense of the owner.
