BE IT ORDAINED by the City Council of the City of Waterloo, Iowa, that: Section 1 Subsections (5) , (7) and (8) of Section 150, Speed Restrictions, are hereby repealed in their entirety; that new subsections (5) , (7) and (8) of Section 150, Speed Restrictions, are hereby enacted in lieu thereof as follows: 5. Fifty-five miles per hour from sunset to sunrise and fifty-five miles per hour from sunrise to sunset. 7. Reasonable and proper, but not greater than fifty-five miles per hour at any time between sunrise and sunset, and not greater than fifty miles per hour at any time between sunset and sunrise, on secondary roads unless such roads are surfaced with concrete or asphalt or a combination of both, in which case the speed limits shall be the same as provided in subsection 5 of this section. 8. Notwithstanding any other speed restrictions, the speed limits for all vehicular traffic, except vehicles subject to the provisions of Section 153 on fully controlled-access, divided, multilaned highways designated by the federal bureau of public roads and this state (23 U.S.C. 103d) shall be fifty-five miles per hour. However, the highway commission or the cities and towns, with the approval of the highway commission, may establish a lower speed limit upon such highways located within the corporate limits of any city or town used as city alternate routes, commonly referred to as "freeways." For the purposes of this subsection a fully controlled-access highway is a highway that gives preference to through traffic by providing access connections with selected public roads only and by prohibiting crossings at grade or direct private driveway connections. It is further provided that a minimum speed of forty miles per hour, road conditions permitting, shall be established on the highways referred to in this subsection. It is further provided that any kind of vehicle, implement, or conveyance incapable of attaining and maintaining a speed of forty miles per hour shall be prohibited from using the interstate system. Section 3 Section 154, Bus Speed Limits, is hereby repealed in its entirety; new Section 154, Bus Speed Limits, is hereby enacted in lieu thereof as follows: 154. BUS SPEED LIMITS, except school SEC. motor vehicle used as a common carrier, No passenger-carrying rate of speed than fifty-five buses, shall be driven upon the highways at a greater miles per hour at any time. No school bus shall be operated in violation of Section 321.377 of the Code of Tewa.
