Our ;ommittee has met four(4)times since August 2009. Incidentally,Black Hawk County utilized a Complete ;ount Committee for the 2000 Census as well, and thus they are committed to the process. 'SP REQUIREMENTS 'roduct and/or services based activity. k.s part of our efforts to raise Census awareness,the BHCCCC is requesting funding to hire a public relations firm D personalize the 2010 Census, as well as develop locally-driven marketing materials for public distribution, issemination, and submission to the media(websites, newspapers,radio spots,etc.). The BHCCCC has created nd managed a Request for Proposals Process(RFP),notifying fifteen (15)different firms as well as advertising aid RFP. A copy of the RFP, notice,proposal evaluation,and vendor proposal are attached. Note the RFP ,rocess only garnered one(I)complete proposal. Vith this funding, the BHCCCC anticipates reaching not only those impacted by the media,but generating iaterials(in English, Spanish, and Serbo-Croatian)that can be used to reach those persons who have generally ,een hard to reach. Because the price of working with a marketing firm will exceed the eligible amount llowed for a single entity under this grant request,we will be asking our partners to also apply to the PSP 'rogram so that funds may be pooled. This specific request is for$2,499.00. Incidentally, the BHCCCC used similar approach (hiring a marketing firm)in 2000 and found it to be quite effective. The total BHCCCC udget and activities list, as provided by the selected vendor is as follows: Type of Work Cost Creation of a Television-Quality Commercial Develop one(1)short,packaged commercial that can be used a Public Service Announcement and/or $800.00 on local cable access channels,or online Printing Produce Census 2010 Fact Sheets(50,000 copies in English; 5,000 copies in Spanish; and 5,000 copies $3,989.00 in Serbo-Croatian(Bosnian)) Produce Fact Postcards(with pre-paid postage)that can be mailed to targeted Census Tracts(i.e.those $7,275.00 Tracts that experienced Iess than an 80 percent return rate in 2000). Special Events $10,900.00 Radio Spot; One(1)Thirty-Second(30-second)Spot or Advertisement $400.00 Total Budget: $23,364.00 pecify the measurable objective of the project. 'he BHCCCC will raise awareness of the upcoming 2010 Census by creating a message that is tailored to persons siding in Black Hawk County. That being said,other neighboring counties would certainly have access to any f the products generated by this effort. The BHCCCC has set a measurable goal of a countywide 80 percent :,sponse rate to the 2010 Census, and we will be using these products and the efforts of the BHCCCC to help us chieve that goal. pecify the Census 2010 component of your activity and explain its relevance to the census mission. How will the roposed activity encourage the targeted audience to fill out and mail back their census questionnaire(s)? order to achieve a high rate of return (80 percent or higher),the BHCCCC feels it is necessary to personalize ie Census message,which is to complete and submit your questionnaire. By printing developing media spots nd marketing information in several languages,and using local expertise to identify and reach our"hard to each"citizens(Census Tracts that experienced less than 80 percent return rates in 2000), we feel that we will be elping to implement the Census mission. Attachment C 3 f you are collaborating with another group(s), define each organization's role. -he City of Waterloo is working with the membership of the BHCCCC; which includes elected officials,nine ities, the county, and approximately 40 different agencies; to bring the Census message to the public. representatives of these entities have been participating in the BHCCCC process. To date, all participants have een very supportive of the BHCCCC's marketing efforts, including hiring of a professional marketing firm. -imeline of events and products and/or services. )nce this application has been completed it will be provided to our partners so that they may prepare omplementary applications. As we already have completed the RFP process and selected a marketing firm,we want to begin immediately upon award. The BHCCCC will continue to meet at least monthly,through April 010, to publicize the Census,review all marketing materials, and to authorize their use.
