Ward 1 Please accept the attached C:ommunity-wide Assessment Grant proposal for $400,000 to address
hazardous substance and petroleum product brownfield sites. With a focus on rebuilding our economy

businesses and residents. The brownfield initiative is more important than ever following the 500-year

QUENTIN M. The City of Waterloo will use he assessment grant to complete Phase I and Phase II Environmental
HART Site Assessments (ESAs), community engagement activities, and remedial reuse planning for sites
Ward 4 along the Cedar River and the former US 20 and US 63 corridors. This area is commonly referred to as
RON the "eastside", and is home to a significant portion of Waterloo's minority community.

Ward 5 The requested assessment grant will allow continuation of the City of Waterloo's successful brownfields
BOB redevelopment initiative. This process began with the Assessment Demonstration Pilot Program and

partners to facilitate brownfield redevelopment. Examples are the Economic Development

for the demolition at the Chamberlain Manufacturing site, and the Office of Community Services to
provide incentives for retail development along the US 63 corridor.
The City has a multi-faceted approach to accomplish its redevelopment goals. To achieve sustainable
results it must simultaneously work on economic development, transportation, infrastructure, education,
housing, and the environment. Specifically, this grant will help sustain, clean up, and restore the City of
Waterloo environment by providing funds to assess brownfield sites and initiate the redevelopment
process. The City of Waterloo will use the lessons learned during the EPA Pilot, Assessment, and
Cleanup grants to assure success in eliminating negative environmental conditions, creating and
retaining jobs, and increasing the tax base.
