Grant Request for Pat Bowlsby Off Leash Dog Park
Project Description
A. What identified community need does this project address, and by whom
has the need been identified?
The citizens have Waterloo have been expressing a great deal of interest
in the development of an off leash dog park for approximately 5 years.
Thanks to the leadership of a volunteer citizen group (Soft Hearted Pet
Owners—SPOT) and especially the work of one of their members, Pat
Bowlsby the park is now operational. Over $50,000 of private money and
$15,000 of city money has been invested in the development. However,
the park is still missing a few vital components to consider the project
complete.
B. Project Description
1. Briefly describe the project.
The Pat Bowlsby Off Leash Dog Park has been a grass roots, volunteer led
effort to develop a quality off leash dog park for the City of Waterloo.
With a combination of public and private dollars the park is now officially
open to the public. However, a few items still need to be completed for
which funding is not available. The park is divided into a small dog and
large dog area. The large dog area has a number of established trees that
provide shade to the users. On the other hand, the small dog area does not
offer any considerable shade. A portion of funds from the Community
Foundation of Northeast Iowa would be utilized to construct a shelter and
purchase picnic tables to be placed within the small dog portion of the
park. The remainder of the funding form the Community Foundation of
Northeast Iowa would be used to construct a sidewalk to the shelter from
the entrance of the park.
2. Describe expected outcomes. (How will you know the project has
been successful? What will change in the community as a result of the
project?
Our primary outcome would be that we would offer a safe and enjoyable
environment for our citizenry that own dogs to recreate and socialize.
This development also offers our department options when we deal with
people that allow their dogs to run in our parks without a leash. We now
have a viable option to recommend to these people.
3. Describe tools/strategies for measuring outcomes. (How will success
be measured? E.g. Pre- and Post-tests)
We will be able to gauge the success of the park by continuing to take
random attendance counts throughout the year.

D. Briefly describe how this project meets the needs identified in the "Cedar
Valley's Promise."
This project does not directly address the needs of the Cedar Valley's
Promise. However, many of the needs can be addressed indirectly when
families spend time at the park together.
II. Financial Information
A. How will the funds you are requesting be used? (Please describe in
narrative form, and attach detailed Project Budget).
Our Department and the SPOT group already identified and raised funds
to build the basic structure of the park. This request to the Community
Foundation of Northeast Iowa would allow us to complete the park.
B. Other Funding Requests. (Please list all other sources from which
you are requesting funding, the amount you are requesting in
funding, and if funding is approved. Please include description of
general fundraising activity and in-kind services).
No other funding requests are out at this time as the City of Waterloo has
already committed $15,000 to augment the $50,000 dollars raised by the
SPOT group.
C. Plans for On-Going Funding. (How will the project be sustained in
the future?)
The Waterloo Leisure Services Department is committed to maintaining
all of our facilities at a high level. We have the manpower and resources
to maintain this new project at a high level.
