A RESOLUTION ENDORSING THE W.C.F. AND N. DRIVE
IMPROVEMENT PROJECT AND AUTHORIZING SUBMISSION
OF APPLICATION FOR RISE FUNDING
WHEREAS, the City of Waterloo, Iowa has for a number of years
indicated a need for improvements to W.C.F. and N. Drive for further
< r industrial development, and
WHEREAS, the need is yet unmet and has been shown for eight
H , (8) years in the City's Capital Improvement Program and for two (2)

Hp years in the Community Development Board's Statement of Needs, and

Y 1 WHEREAS, the City of Waterloo endorses said improvements to

W.C.F. and N. Drive, and
WHEREAS, the City of Waterloo certifies that the roadway is
F 'currently dedicated to Public use, and will continue to be dedicated to
t' public use after said improvements are made, and

ct p WHEREAS, the City of Waterloo will have jurisdictional
'responsibility for the improved roadway and that the roadway will be
: vi adequately maintained by the City, and
WHEREAS, it is necesary for the City to obtain additional
financing for the improvements and RISE funds are available for such
zpurposes, and

I-1 WHEREAS, it is necessary for the City of Waterloo to submit an
s application for RISE funds in the form of a combination loan and grant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Waterloo, Iowa that the City endorses the W.C.F. and N. Drive
improvement project; and that the roadway is and will be dedicated to
public use and, adequately maintained; and further be it resolved that
the Mayor and City Clerk be authorized and directed to submit an
application for RISE funds from the Department of Transportation in the
form of a loan-grant combination.
Passed and adopted this 13th day of January, 1986.
