A RESOLUTION AUTHORIZING THE IOWA NORTHLAND REGIONAL
COUNCIL OF GOVERNMENTS TO ESTABLISH A CONSOLIDATED
TRANSIT SYSTEM.
BE IT RESOLVED by the City Council of the City of Waterloo, Iowa:
1. That the Iowa Northland Regional Council of Governments
establish a delegated authority group initially known as
Consolidated Transit Services in accordance with the
Implementation Option C.
2. That the Iowa Northland Regional Council of Governments
establish a 6-member board in consultation with the
Regional Transit Authority Advisory Committee, and
3. That the Iowa Northland Regional Council of Governments,
with the Regional Transit Authority Advisory Committee,
assist the Consolidated Transit Services in developing a
detailed framework for the proposed delivery of consoli-
dated transit services.
IMPLEMENTATION OPTION
1. The Iowa Northland Regional Council of Governments
(INRCOG) will establish a delegated authority group to
provide transit services in urban and rural areas of
Region VII and adjacent areas currently served by RTC,
EPI, and MET. The proposed name of that agency is
Consolidated Transit Services (CTS) .
2. A Board of Directors will be appointed to govern all
transit agency operations. The CTS Board will make
policy recommendations to the INRCOG Policy Board.
3. INRCOG, upon recommendation of the CTS Board and RTAAC,
will appoint staff to develop a plan, and upon comple-
tion, to appoint an executive director to supervise and
coordinate the operation of CTS.
4. CTS will operate under a 28E agreement through INRCOG.
The Transit Agency may be incorporated as a private,
not-for-profit corporation under 501(c) (3) for finan-
cial purposes.
5. The "staff" referred to in Item 3 above, or the executive
director will develop operating policies/procedures,
personnel policies/procedures and wage proposals.
6. CTS will develop and present proposals to RTC, MET, and
EPI to provide transit services. Contracts will be
developed with those agencies to establish coordinated
transportation services to insure the most efficient use
of transit equipment, drivers, and finances.
Government and/or private operators may at any time be
able to apply to CTS to supply all or part of the
transit services.

7. The RTAAC will continue to function in an advisory
capacity to the CTS.
