-BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, that the
,.following Quality Standards IA05-E050-001, 2, 3, 4 and 5, be and the

1 . Each rental unit be equipped with a working smoke detector
located on each level of habitable living space. The absence of
or nonfunctioning of the smoke detector will be considered a
9 `` `� " "fail" and normal administrative procedures for "fails" will be
�+ r applied if the condition is not corrected. The smoke detector
will be checked again at each annual reinspection. At no time
does the Waterloo Housing Authority assume responsibility for
4 s s N care and functioning of the smoke detector, but merely monitors
N s that it is there and working at the time of inspection or the
►— o ` owner/tenant will be required to have a working detector by the
`) %5 date of the reinspection.

12 c: 2. Countertops in kitchens which are assumed to be used for food
c, - preparation even if a table is present shall be provided with a
s c ` "cleanable surface" other than contact paper. Other durable
°C materials that can be kept clean under normal household use will
be considered and if warranted, approved.

3. Missing floor tiles and large areas of cracked ( approximately 12
inches) vinyl floor coverings in habitable living space must be
repaired to provide a cleanable surface.
4. To be considered a bedroom for Fair Market Rent, Utility
Allowance and Occupancy Standards for children over the age of 5
years, the room must be at least 70 square feet with walls not
less than 7 feet in any dimension and must have a ceiling height
of at least 7 feet. Where the ceilings slope this ceiling height
is required in only one-half the area thereof and no portion of
the room measuring less than 5 feet frail the finished floor to
the finished ceiling shall be included in any computation of the
minimum floor space required.
5. Bedrooms located in basements will only be approved if there is
an operable window 44" from the finished floor to the bottom
window sill or a fixed ladder is provided to a window with a
clear opening of not smaller than 20" wide x 24" high. "Comment"
will be made to the tenant advising them to disassemble any beds
that are set up for sleeping when stored in the basement by the
time of reinspection to discourage use of these beds as "guest"
beds.
