Date of Meeting : July 7, 1986. Time of Meeting: 7 : 00 o ' clock P .M. Place of Meeting: Council Chambers, City Hall, 715 Mulberry Street, Waterloo, Iowa. PUBLIC NOTICE IS HEREBY GIVEN that the above mentioned governmental body will meet at the date, time and place above set out. The tentative agenda for said meeting is as follows: Procedure to initiate the Waterloo, Iowa, F.Y. 1987 Paving Program (Contract No. 298) . - Preliminary resolution for construction. - Resolution fixing values of lots. - Resolution adopting preliminary plat and schedule, estimate of cost and proposed plans and specifications. - Resolution of necessity (Proposed ) . Such additional matters as are set forth on the addi- tional pages (s ) attached hereto. (number) This notice is given at the direction of the Mayor pursuant to Chapter 21, Code of Iowa, and the local rules of said governmental body. Cler , aterloo, Iowa Michelle Temeyer Ahlers,Cooney,Dorweiler,Haynie,Smith&AIlbee,Lawyers,Des Moines,Iowa (Contract No. 298) July 7 , 1986 The City Council of Waterloo, Iowa, met in regular session, in the Council Chambers, City Hall, 715 Mulberry Street, Waterloo, Iowa, at 7 : 00 o ' clock P .M. , on the above date. There were present Mayor Bernard-McKinley , in the chair, and the following named Council Members: Frank Dowie III , Rose Angel , Willie Mae Wright , Mary Lichty, Jim Miller Absent: Jack Seeber , Tony Budak * * * * * * * - 1 - Ahlers,Cooney,Dorweiler,Haynie,Smith&Allbee,Lawyers,Des Moines,Iowa Willie Mae Wright introduced the following Resolution entitled "PRELIMINARY RESOLUTION FOR THE CONSTRUCTION OF STREET IMPROVEMENTS IN THE CITY OF WATERLOO, IOWA" , and moved its adoption. Rose Angel seconded the motion to adopt. The roll was called and the vote was, AYES: Frank Dowie III , Rose Angel , Willie Mae Wright, Mary Lichty, Jim Miller ABSENT: Jack Seeber, Tony Budak NAYS : Whereupon, the Mayor declared the resolution duly adopted as follows : RESOLUTION NO. 1986-407 (CONTRACT NO. 298) PRELIMINARY RESOLUTION FOR THE CONSTRUCTION OF STREET IMPROVEMENTS IN THE CITY OF WATERLOO, IOWA WHEREAS, this Council , after a study of the requirements, is of the opinion that it is necessary and desirable that either portland cement concrete paving with integral curb or asphaltic concrete paving with portland cement concrete curb and gutter, together with necessary grading , incidental street drainage facilities, and miscellaneous related work , be constructed within Waterloo, Iowa, as hereinafter described; a nd WHEREAS, it is proposed that said project be constructed as a single improvement under the authority granted by Division IV of Chapter 384 of the City Code of Iowa : NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA: Subdivision A. That Waterloo, Iowa, construct either portland cement concrete paving with integral curb or asphaltic concrete paving with portland cement concrete curb and gutter, together with necessary grading, incidental street drainage facilities, and miscellaneous related work , as hereinafter described. Subdivision B. The beginning and terminal points of said improvements shall be as follows : - 2 — Ahlers,Cooney,Dorweiler,Haynie,Smith&Allbee,Lawyers,Des Moines,Iowa WATERLOO, IOWA, F.Y. 1987 PAVING PROGRAM (CONTRACT NO. 298) SCOPE OF WORK The extent of the work involved is the construction of street and sewer improvements in, along , and upon portions of certain avenues, and such other work as may be incidental thereto, along and upon the following avenues: Street improvements consisting of either six ( 6) inch thick non-reinforced portland cement concrete pavement with integral curb or seven and one-half ( 7-1/2 ) inch thick asphaltic cement concrete pavement with 2 ' 0" portland cement concrete curb and gutter, new or renewed water services, new or renewed sanitary sewer services, storm sewer, and such other work as may be incidental thereto: EVERGREEN AVENUE , from Bismark Avenue to Upton Street, including the intersection at Stratford Avenue. Said improvement shall be approximately twenty-eight ( 28 ) feet wide. Street improvements consisting of either six ( 6) inch thick non-reinforced portland cement concrete pavement or seven and one-half ( 7-1/2 ) inch thick asphaltic cement concrete pavement (all between existing curb and gutter) , new or renewed water services, new or renewed sanitary sewer services, and such other work as may be incidental thereto: BOSTON AVENUE, from Arlington Street, then North approxi- mately six hundred ( 600) feet to the existing railroad tracks. Said improvement shall be approximately twenty- seven ( 27) feet wide not including the existing curb and gutter section. Subdivision C. That the City Engineering Department of Waterloo, Iowa, having been employed as engineer to prepare plats, schedules, estimates, plans and specifications and otherwise to act in said capacity with respect to said project is hereby ordered to prepare and file with the Clerk prelimi- nary plans and specifications and estimates of the total cost of the work and the plat and schedule of special assessments against benefited properties. Subdivision D. That this Council hereby determines that all property within the area hereinafter described will be spe- cially benefited by said improvements, to-wit: - 3 Ahlers,Cooney,Dorweiler,Haynie,Smith&Allbee,lawyers,Des Moines,Iowa All properties, any part of which is included within the areas located along the avenues to be improved and generally described so as to include one-half of the privately owned and assessable property between each such avenue to be improved and the next avenue, as is more particularly shown on the assessment plat on file in the City Clerk 's Office. In no case shall property entirely situated more than 300 feet from the avenues to be improved be assessed. Subdivision E. The said improvement shall be designated as the "Waterloo, Iowa, F.Y. 1987 Paving Program (Contract No. 298) " , and such name shall be a sufficient designation to refer to said improvement in all subsequent proceedings.
