Council Member Tony Budak seconded the motion to adopt. The roll was called and the vote was, AYES: Frank Dowie III, Tony Budak, Mary Lichty, Jim Miller, Jack Seeber NAYS : Rose Angel and Willie Mae Wright Whereupon, the Mayor declared the following Resolution duly adopted: RESOLUTION NO. 1986-448 RESOLUTION DIRECTING PREPARATION OF DETAILED PLANS AND SPECIFICATIONS, FORM OF CONTRACT AND NOTICE TO BIDDERS ON THE WATERLOO, IOWA, F.Y. 1987 PAVING PROGRAM (CONTRACT NO. 298) BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, I OWA: That the City Engineering Department is hereby ordered and directed to prepare and file with the Clerk detailed plans and specifications for the construction of the Waterloo, Iowa, F .Y. 1987 Paving Program (Contract No. 298) . BE IT FURTHER RESOLVED that the Attorney is hereby ordered and directed to prepare and file with the Clerk a Notice to Bidders and form of contract for the construction of the Waterloo, Iowa, F.Y. 1987 Paving Program (Contract No. 298) . The roll was called and the vote was, AYES: Frank Dowie III, Tony Budak, Mary Lichty, Jim Miller, Jack Seeber ABSENT: Wig : Rose Angel and Willie Mae Wright Whereupon the Mayor declared the following Resolution duly adopted : RESOLUTION NO. 1986-448A RESOLUTION ORDERING BIDS, APPROVING PLANS, SPECIFICATIONS AND FORM OF CONTRACT AND NOTICE TO BIDDERS, FIXING AMOUNT OF BID SECURITY, AND ORDERING CLERK TO PUBLISH NOTICE AND FIXING A DATE FOR RECEIVING SAME, AND FOR A PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATE OF COSTS BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, I OWA: That the Waterloo, Iowa, F.Y. 1987 Paving Program (Contract No. 298) , is hereby ordered to be advertised for bids for construction. BE IT FURTHER RESOLVED that the detailed plans and specifi- cations as prepared by the City Engineering Department, Engineer for the project, for the construction of the Waterloo, Iowa, F.Y. 1987 Paving Program (Contract No. 298) , and the form of contract and Notice to Bidders, as approved by the Attorney , be and the same are hereby approved, subject to hearing thereon, and are hereby ordered placed on file in the office of the Clerk for public inspection. BE IT FURTHER RESOLVED, that the amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the notice to bidders hereby approved as a part of said specifications. - 5 - Ahlers,Cooney,Dorweiler,Haynie,Smith&Allbee,Lawyers,Des Moines,Iowa BE IT FURTHER RESOLVED, that the Clerk be and is hereby directed to publish notice to bidders once in the "Waterloo Courier-Record" , a legal newspaper, printed wholly in the English language, published at least once weekly and having general circulation in this City. Publication shall be not less than four clear days nor more than forty-five days prior to August 18 , 1986, which latter date is hereby fixed as the date for receiving bids. Said bids are to be filed prior to 4: 00 o' clock P.M. , on said date. Bids shall be received and opened at a public meeting as provided in the public notice and the results of said bids shall be considered at the meeting of this Council on August 18 , 1986, at 7 : 00 o ' clock P . M. BE IT FURTHER RESOLVED, that the Clerk be and is hereby directed to publish notice of hearing once in said newspaper, said publication to be not less than four clear days nor more than twenty days prior to the date hereinafter fixed as the date for a public hearing on the plans, specifications, form of contract and estimate of costs for said project, said hearing to be held at 7 : 00 o ' clock P .M. on August 18 , 1986.
