N S -1 A RESOLUTION ENDORSING THE LOUISE AND ANITA STREET
Cr'"--) RECONSTRUCTION PROJECT AND AUTHORIZING SUBMISSION OF
APPLICATION FOR RISE FUNDING.

s WHEREAS, The City of Waterloo desires to reconstruct Louise and
Anita Streets from East 4th Street to Chamberlain Manufacturing due to
the deteriorated condition, and
WHEREAS, the City of Waterloo fully endorses the reconstruction
project, and will participate in funding 20 percent of the project
cost, and
WHEREAS, negotiations are well underway with Chamberlains to
expand their existing facility and create new jobs, and
WHEREAS, the City certifies that an immediate, nonspeculative
opportunity exists to create new jobs if the reconstruction project is
completed,
WHEREAS, funding assistance for roadway projects is available
through the Iowa Department of Transportation RISE Program, and the
City is in need of such assistance in order to complete said project,
and
WHEREAS, RISE funding is essential to job creation, and
WHEREAS, if RISE funding is not immediately available the
reconstruction project will not take place. It is necessary that
Chamberlain's expand immediately in order to take advantage of certain
defense contracts and the roadway is an integral part of the expansion
project.
WHEREAS, the City of Waterloo certifies that the roadway will be
dedicated to public use and further that the City will have
jurisdictional responsibility and assures that the roadway will be
adequately maintained.
NOW, THEREFORE, BE IT RESOLVED BY THE DEPUTY CITY CLERK OF THE
CITY OF WATERLOO, IOWA, that the City endorses said project and with
the assistance of RISE funding new permanent jobs will be created, and
that the roadway will be dedicated to public use and adequately
maintained. Further, be it resolved that the Mayor Pro-Tem and Deputy
City Clerk be authorized to execute and submit an application for
$52,000.00 in RISE funding to the Department of Transportation.
Passed and adopted this 28th day of July, 1986.
