RESOLUTION NO. 2024-599 RESOLUTION APPROVING A PRIMARY HIGHWAYS DETOUR AGREEMENT WITH THE IOWA DEPARTMENT OF TRANSPORTATION FOR THE USE OF CITY STREETS TO DETOUR TRAFFIC FROM THE RAMP TO US 218 NORTHBOUND AT BROADWAY STREET, IN CONJUNCTION WITH THE BRIDGE REPAIR PROJECT NUMBER: MB-218-2(521)187--77-07, AND AUTHORIZING THE MAYOR TO EXECUTE SAID DOCUMENT. WHEREAS, the City of Waterloo and the Iowa Department of Transportation (IDOT) recognize the necessity of maintaining safe and efficient traffic flow during the bridge repair project identified as Project Number: MB-218-2(521)187--77-07; and WHEREAS, this project requires the temporary detour of traffic from the ramp to US 218 northbound at Broadway Street to ensure both the safety of the road users and the expedient completion of construction efforts; and WHEREAS, a detour routing through specified city streets of Waterloo has been proposed as a viable solution to meet transportation needs and alleviate potential congestion; and WHEREAS, a formal Primary Highways Detour Agreement has been drafted between IDOT and the City of Waterloo, outlining responsibilities, routing, and duration, ensuring all statutory and regulatory preconditions are satisfactorily met. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as follows: 1. The Primary Highways Detour Agreement with IDOT is hereby approved, allocating city street usage for the detour attributable to Bridge Repair Project Number: MB-218- 2(521)187--77-07. 2. The Mayor is authorized and directed to execute the Detour Agreement and any related documents necessary for the implementation of the temporary traffic detour plan. 3. City officials are directed to coordinate with IDOT, local law enforcement, and emergency services to ensure that effective communication, signage, and safety measures are implemented throughout the detour period. 4. This resolution shall take effect upon its passage and approval. PASSED AND ADOPTED this 7th day of October 2024.
