RESOLUTION NO. 2024-586
RESOLUTION APPROVING PRELIMINARY PLANS,
SPECIFICATIONS, FORM OF CONTRACT, ETC., SETTING DATE
OF BID OPENING AS OCTOBER 24, 2024, AND DATE OF PUBLIC
HEARING AS NOVEMBER 4, 2024, IN CONJUNCTION WITH THE
TERMINAL SECURITY UPGRADES, IDOT CSVI FY-24 PROJECT,
CONTRACT NO. 5819, AND INSTRUCT THE CITY CLERK TO
PUBLISH SAID NOTICE.
WHEREAS, the City of Waterloo is committed to enhancing terminal security to ensure
the safety and protection of passengers, staff, and infrastructure; and
WHEREAS, a comprehensive assessment by the Iowa Department of Transportation
highlighted critical areas for upgrades, forming the basis for the preliminary plans and
specifications crafted to address these needs; and
WHEREAS, these plans and specifications have been reviewed and are deemed in
compliance with industry standards for security and municipal procurement requirements; and
WHEREAS, the form of contract has been prepared to ensure compliance with all municipal,
state, and federal procurement laws, in conjunction with the Terminal Security Upgrades, IDOT
CSVI FY-24 Project, Contract No. 5819.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as
follows:
1. The preliminary plans, specifications, and form of contract in conjunction with the
Terminal Security Upgrades, IDOT CSVI FY-24 Project, Contract No. 5819 are hereby
approved as submitted.
2. The official date for the opening of bids is set for October 24, 2024, and all necessary
arrangements shall be made to facilitate this process.
3. The date for the public hearing is scheduled for November 4, 2024, at which
stakeholders can present their views and any concerns can be addressed.
4. The City Clerk is directed to publish notice of the bid opening and public hearing in
accordance with city policy and applicable law to ensure transparency and public awareness.
5. Funding for these security upgrades shall be allocated from a combination of State
IDOT CSVI (three years) and Cares and ARPA money currently in airport funds, ensuring
responsibility and preparedness within the city's financial plan.
6. This resolution shall take effect upon its passage and approval.
