RESOLUTION AUTHORIZING THE SALE AND CONVEYANCE OF CERTAIN
EXCESS PROPERTY TO DAROLD L. AND EMMA L. BONWELL,
JAMES J. JR., AND JOYCE E. SWEENEY RICHARD J. AND
MARY JO SCHNEIDER; VIRGIL J. CARSON: STEVEN R. AND
CHRISTINE m. BENHAM. KEVAN J. AND SHELLEY R. CORTRIGHT'
DON L. GRIFFIN, FRANK C. & SHARON J. GUILD: DENNIS W.
AND SANDRA L. COX AND DORIS McELHINNEY PLUS COSTS AND
AUTHORIZING THE MAYOR AND CLERK/AUDITOR TO EXECUTE AND
DELIVER A DEED FOR SAME.
WHEREAS, the City of Waterloo, Iowa. is the owner of real property in the
City of Waterloo, Iowa, as described below, and
WHEREAS, an offer to purchase said certain parcel of real property in the
sum of $54.40 plus costs has been made by Darold L. and Emma IX Bonwell ,
and
WHEREAS, an offer to purchase said certain parcel of real property in the
sum of $56.00 plus costs has been made by James J. Jr. and Joyce F.
Sweeney, and
WHEREAS, an offer to purchase said certain parcel of real property in the
sum of $48.00 plus costs has been made by Richard J. and Mary Jo
Schneider. and
WHEREAS, an offer to purchase said certain parcel of real property in the
sum of $80.00 plus costs has been made by Virgil J. Carson, and
WHEREAS, an offer to purchase said certain parcel of real property in the
sum of $196.00 plus costs has been made by Steven R. and Christine M.
Benham, and
WHEREAS, an offer to Purchase said certain parcel of real property in the
sum of $4n.00 plus costs has been made by Kevan J. and Shelley R.
Cortright, and
WHEREAS, an offer to purchase said certain parcel of real property in the
sum of $104.00 plus costs has been made by Don L. Griffin, Frank C. and
Sharon J. Guild, and
WHEREAS, an offer to purchase said certain parcel of real property in the
sum of $46.76 plus costs has been made by Dennis Y. and Sandra L. Cox, and
WHEREAS, an offer to purchase said certain parcel of real property in the
sum of $46.40 plus costs has been made by Doris McElhinney, and
WHEREAS, a public hearing was held December 22, 1986 at 7:00 p.m. in the
Council Chambers in City Hall , Waterloo, Iowa, as provided by law, by the
Council of the City of Waterloo. Iowa, on proposal to sell and convey
premises owned by the City of Waterloo, Iowa to Darold L. and Emma L.
Bonwell' James J. Jr. , and Joyce E. Sweeney' Richard J. and Mary Jo
Schneider Virgil J. Carson. Steven R. and Christine M. Benham' Kevan J.
and Shelley R. Cortright Don L. Griffin, Frank C. and Sharon J. Guild:
Dennis W. and Sandra L. Cox; and Doris McElhinney, Waterloo, Iowa, and
WHEREAS, it is the opinion of this Council that sale and conveyance should
be made as proposed.
NOW THEREFORE, IT IS HEREBY RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA, AS FOLLOWS:
1 . The following described real property, as fully described in the
published notice in the Waterloo Courier on December 5, 1986, is not
presently needed and will not be needed in the foreseeable future for
municipal purposes and its ownership is serving no municipal purpose, and

costs be, and it is hereby accepted for real property described below:

The south one-half (1/2) of the east-west alley in
Kenwood Park Place, Block 3. adjoining Lots 4 and 5, Kenwood
Park Place, Block 3, Waterloo, Iowa.
3. That the offer of $56.00 from James J. Jr. , and Joyce E. Sweeney and
costs be, and it is hereby accepted for real property described below:

The south one-half (1/2) of the oast-west alley in

Section 1 - That the Council of the City of Waterloo, Iowa, shall meet in
the.Counci l Chambers in the City Hall in the City of Waterloo, Iowa at
7: o'clock p.m. , on the 26th day of January, 1987 for the purpose of
con,,$idering and acting upon the establishment of a "Self-Supported
Murcipal Improvement District" (SSMID) for an area described as follows:
Beginning at the intersection of Franklin Street and East
Third Street along Franklin Street to the intersection of
the Chicago and Great Western Railroad, along the railroad
across the river to Jefferson Street, along Jefferson Street
to West Fifth Street, along West Fifth Street to Washington
Stree, along Washington Street to West Third Street, along
Wes0hIrd Street to the point of beginning.
Section 2 - That the City Clerk/Auditor is hereby directed to publish
notice of the time and place of said hearing in the Waterloo Courier.

RESOLUTION NO. 1986-703
RESOLUTION MAKING ASSESSMENT FOR STOPPING OF FLOW
OF WATER AND PREVENTION OF FURTHER DAMAGE AT
424 FLORENCE.
WHEREAS, THE Board of Water Works Trustees of the City of Waterloo, Iowa,
did, as provided by law, notify by written notice the property owner of
the premises known as Allen L. and Sylvia A. Grote, deedholder, and
Anthony and Emmer Marie Cyrus, contract purchaser, to have the water flow
stopped and further damage prevented, and
WHEREAS, the property owner failed to comply with the order of the Board
of Water Works, Trustees, as by law provided, and
WHEREAS, the Board of Water Works Trustees proceeded to have the work
done on the premises described as 424 Florence, in the City of Waterloo,
Iowa; to comply with Ordinance No. 1118 of the City of Waterloo, Iowa, and
WHEkAS, The Board of Water Works Trustees filed with the City Clerk on
the1.7tf day of December, 1986, a report filing claim for the stopping of
water and preventing further damage at above described premises and same
meet all the requirements of the City ordinance and have been fully
completed, now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, that the said
report of the Board of Water Works Trustees be, and the same is hereby,
approved; that the work was done under and by virtue hereby, accepted ,
and that the cost of said work is hereby determined to be as follows,
which amount can be assessed over a ten-year period against the property:

viz: December 22, 1986, at the rate of ten percent (10%) per annum until
paid on all the unpaid amount of this assessment certified to the County
Treasurer of Black Hawk County, Iowa, and
BE IT FURTHER RESOLVED that the City Clerk be, and he is hereby instructed
to notify deedholder and contract purchaser of said property, accordingly
and also instructed to certify said assessment to the County Treasurer of
Black Hawk County, Iowa, to be entered upon the tax list to be collected
as other taxes, as provided by law, and when collected to be credited to
the Water Works Fund of said City, and assessment to be made over a
ten-year period.
