RESOLUTION NO. 2024-465
RESOLUTION SUPPORTING AN AGREEMENT TO OBTAIN
FUNDING THROUGH THE IOWA DEPARTMENT OF
TRANSPORTATION'S REVITALIZE IOWA'S SOUND
ECONOMY (R.I.S.E.) PROGRAM FOR THE DAKOTA DRIVE
CONSTRUCTION PROJECT.
WHEREAS, the City of Waterloo recognizes the significant economic and community
benefits that the improvement and expansion of Dakota Drive will entail; and
WHEREAS, the Revitalize Iowa's Sound Economy (R.I.S.E.) program, administered by
the Iowa Department of Transportation, provides crucial funding for infrastructure projects that
directly enhance local economic development and traffic flow; and
WHEREAS, the Dakota Drive Construction Project as proposed by the City of Waterloo
will provide access to 183.7 acres of property that will be developed into offices, distribution,
and warehousing uses within the Certified Site, to stimulate economic growth, improve
transportation efficiency, provide better accessibility, and ensure public safety in the area; and
WHEREAS, the City Council has identified Dakota Drive as a priority project due to its
potential for adequate transportation access; and
WHEREAS, the proposed project aligns with the City's long-term comprehensive
planning goals, attracting business opportunities, promoting sustainable development, creating
new jobs for Iowans and long-term investments for businesses; and
WHEREAS, the R.I.S.E funded road will be dedicated as a public street and maintained
as such, and
WHEREAS, the City of Waterloo commits to providing any necessary matching funds
and documentation required by the R.I.S.E. program for the successful completion of the Dakota
Drive Construction Project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WATERLOO, IOWA, that:
1. The Mayor is hereby authorized and directed to secure funding through the R.I.S.E.
Program by submitting a formal application and entering into necessary agreements with the
Iowa Department of Transportation.
2. The Dakota Drive Construction Project is endorsed for the expected receipt and use of
such funds, advancing efforts to enhance city infrastructure and drive economic growth.
3. The City Council commits to all terms and conditions of the R.I.S.E. funding
agreement, ensuring compliance with state regulations and meticulous management of project
finances and reporting requirements.
BE IT FURTHER RESOLVED that City officials and personnel are authorized to take
any additional actions necessary to implement and administer the funding agreement and ensure

timely execution of the Dakota Drive Construction Project.
