WHEREAS, the City of Waterloo has prepared an operative
budget for FY1988 to fund those activities of the City, and
WHEREAS, the City has experienced a decrease in the taxable
valuation from the previous year's taxable values, and
WHEREAS, the State of Iowa mandates that a municipality may
not exceed a general tax fund levy of $8.10 per $1 ,000 of taxable
valuation, and
WHEREAS, the proposed FY1988 budget exceeds the General Fund
Levy Limit by approximately two million dollars, and
WHEREAS, Chapter 24.48, 1985 Iowa Code allows
municipalities to suspend the statutory property tax levy
limitation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Waterloo, Iowa, that an appeal be made to the Iowa
Department of Management to exceed the General Fund Tax Levy limit
of $8.10 per $1,000 of taxable valuation.
BE IT FURTHER RESOLVED that an appeal of $9.27 per $1 ,000 of
taxable valuation be hereby requested.
BE IT FURTHER RESOLVED that the Clerk/Auditor be and the
same hereby instructed to prepare said appeal and deliver to the
Iowa Department of Management for consideration and review.
