RESOLUTION ESTABLISHING AN URBAN RENEWAL
AREA FOR THE PURPOSE OF ECONOMIC DEVELOPMENT.
WHEREAS, Chapter 403.2 of the Code of Iowa authorizes economic
development as a purpose for approval of an Urban Renewal Plan and an
Urban Renewal Project; and

WHEREAS, it is found and declared that there exists the continuing
F need for programs to alleviate and prevent conditions of unemployment; and
that it is accordingly necessary to assist and retain local industries and
commercial enterprises to strengthen and revitalize the economy; that
m accordingly it is necessary to provide means and methods for the
oN encouragement and assistance of industrial and commercial enterprises in
locating, purchasing, constructing, reconstructing , modernizing,
-improving, maintaining, repairing, furnishing, equipping, and expanding ;
;� rthat accordingly it is necessary to designate areas of a municipality as
71: economic development areas for commercial and industrial enterprises; and
that it is also necessary to encourage the location and expansion of
commercial enterprises to more conveniently provide needed services and
facilities of the commercial enterprises to the residents, and

WHEREAS, the Donald Street Urban Renewal Area meets the criteria of
an economic development area based on development plans submitted by Allen
Memorial Hospital , and said area is located and described as follows:
East one-half (1/2) of the Southeast one quarter excepting
all existing public roadways lying within. (Logan Avenue
Donald Street, Heath Street and Vold Drive) All located
within Section 11, Township 89, Range 13 West, City of
Waterloo, Black Hawk County, Iowa.
WHEREAS, it is desirable and in the public interest that the
Planning, Programming and Zoning Commission prepare surveys and plans in
order to undertake and carry out an urban renewal project of the character
contemplated in that certain area, proposed as an Urban Renewal Area,
situated in the City of Waterloo, County of Black Hawk and State of Iowa.
WHEREAS, it is recognized that urban renewal projects will require,
among other things: (1) the approval of the urban renewal plan by the
governing body of the locality in which the project is situated, and
(2) the development of a feasible method for the relocation of families
displaced from the urban renewal area.
NOW, THEREFORE, BE IT RESOLVED BY City Council of the City of
Waterloo,
Section 1. That an economic development area is appropriate for an urban
renewal project and that the undertaking by the City of Waterloo,
Waterloo, Iowa, of surveys and plans for an urban renewal project of the
character contemplated in the proposed Urban Renewal Area described above,
is hereby approved and a Plan be prepared, and
Section 2. That it is cognizant of the conditions that are imposed in the
undertaking and carrying out of urban renewal projects, and that it is the
sense of this body that a feasible method for the relocation of families
displaced from the urban renewal area, in conformity with the Uniform
Relocation Assistance and Acquisition Act, can be prepared.
