RESOLUTION APPROVING THE SITE PLAN FOR A PROPOSED
LIMESTONE QUARRY FOR CENTER MATERIALS CORPORATION
GENERALLY LOCATED 2 , 000 FEET WEST OF LOGAN AVENUE AND
1,320 FEET NORTH OF BIG ROCK ROAD, IN THE CITY OF
WATERLOO, BLACK HAWK COUNTY, IOWA, SUBJECT TO CERTAIN
CONDITIONS.
WHEREAS, Center Materials Corporation has proposed that the
Council of the City of Waterloo, Iowa, approve a site plan for a
proposed limestone quarry generally located 2 , 000 feet west of
Logan Avenue and 1,320 feet north of Big Rock Road, and
WHEREAS, it is the opinion of this Council that said site
plan should be approved as proposed,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WATERLOO, IOWA, that the site plan for a proposed
limestone quarry for Center Materials Corporation, generally
located 2, 000 feet west of Logan Avenue and 1, 320 feet north of
Big Rock Road, be and the same is hereby approved, subject to the
following conditions:
1. Center Materials Corporation will monitor all wells
within a one mile radius, with the property owner' s
approval, prior to start of operation, and at six month
intervals thereafter. This will be done by an
independent water testing laboratory and will include
analysis of water level, suspended solids, P.H. , and
coliform bacteria at their expense and a copy sent to
the Black Hawk County Health Department.
2. Center Materials Corporation will provide berms assuring
that surface water is diverted away from any ground
water and all fuel storage areas.
3 . Center Materials Corporation will not be storing any
fuel, chemicals, or other materials in the working pit
area so as to avoid aquifer contamination.
4. Center Materials Corporation will not withdraw or
discharge water until their water withdrawal and
discharge permits have been approved by the Iowa
Department of Natural Resources.
5. Center Materials Corporation will comply with all City
requirements concerning discharge of explosives a
including a seismograph record which will be made
available to the City. No explosives will be stored on
site. They will notify by certified mail all residents
within 1200 feet forty-eight ( 48) hours prior to
blasting.
6. Center Materials Corporation agrees to furnish all rc .k
needed to maintain Big Rock Road from the quarry
entrance east to Highway 63 . They also agree to apply
dust control from the scale house to the intersection of
Big Rock Road and Highway 63 . They do not object to an
embargo on Big Rock Road west to the quarry entrance.
7. Center Materials Corporation will follow the laws of the
State of Iowa, particularly the regulations enforced by
the Department of Natural Resources, which will include:
salvage all top soil for future respreading, finish all
dirt slopes to 4 : 1 or flatter and cover with top soil.

8 . Center Materials Corporation will move the access road a
minimum of four hundred feet and a maximum of five
hundred feet to the west of the Kruse/Stiles property
line.

approved by the Mayor this 3rd day of February, 1948 .
