(PROPOSED) RESOLUTION OF NECESSITY FOR FY 1.989 OILING
PROGRAM, CONTRACT NO. 349 , BEING A RESOLUTION OF
NECESSITY FOR THE IMPROVEMENT OF STREETS, AVENUES,
DRIVES, ROADS, BOULEVARDS AND ALLEYS, ETC. , OR PORTIONS
THEREOF HEREIN DESCRIBED BY OILING THE SAME. IN THE CITY
OF WATERLOO, IOWA.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA,
ON PETITIONS AND ON COUNCIL'S OWN MOTION, that it is deemed
necessary and advisable that the following streets, avenues,
drives, roads, boulevards and alleys, etc. , or portions thereof,
be improved by oiling the same:
Birmingham Avenue from Temple to Byron
Dearborn Avenue from Colorado Street to Indiana Street
Dearborn Avenue from Indiana Street to Adrian Street
Four Seasons Drive from Rainbow Drive to Grand Boulevard
Glendale Avenue from Eighmey Street to Lafayette Street
Grand Boulevard from West City Limits-Four Seasons Drive South
Indiana Street from Lafayette Street to Dearborn Avenue
Indiana Street from Dearborn Avenue to Cottage Grove
Locke Avenue from West Ninth Street to Randolph Street
Summit Avenue from Clough Street to Chicago Street
Summit Avenue from Euclid Avenue to Clough Street
Alley between Walker and Thorson, Burton to West Plat line of
1043 Wa ker
Alley East of Logan Avenue from Anita to Louise
Alley south of Lafayette Street from Nevada to Glendale
Paper Mill Street from LaPorte Road to Gladys Street
Paper Mill Street from Gladys Street to James Street
The cost and expense of making said improvement will be
assessed as provided by law, as a special tax against all property
abutting upon the streets, avenues, drives, roads, boulevards and
alleys so improved.
That said work shall be done by the Superintendent of Street
Department of the City of Waterloo, Iowa, under the direction of
the City Engineer and the Public Works Committee of the Council of
the City of Waterloo, Iowa, and an accurate itemized account of
all the costs and expenses thereof shall be kept and a report of
the same made to this Council upon the completion of said work.
That unless property owners at the time of the final
consideration of this resolution have on file with the City Clerk
written objections on the proposed improvements they shall be
deemed to have waived all objections thereto.
BE IT FURTHER RESOLVED that the foregoing improvement of said
streets, avenues, drives, roads, boulevards and alleys, etc. , by
oiling, hereby proposed to be made and this resolution, be, and
the same are hereby, set down for further hearing., consideration
and determination and passage at a meeting of the City Council to
be held on the 23rd day of May, 1988, at 7: 00 P.M. , in the Council
Chambers in the City Hall in said City and that the City Clerk is
hereby instructed to cause notice of the time and place when this
resolution will be considered for passage and objections to the
passage thereof and to the construction of said improvements
heard, to be given by publication in the Waterloo Courier, a
newspaper of general circulation published in the City of
Waterloo, Iowa, in a manner and for the time provided by law.
PASSED AND ADOPTED this 2nd day of May, 1988.
